DAVIES STATED THAT IT WAS HIS UNDERSTANDING WHEN HE <br />TALKED WITH COMMISSION FLETCHER THAT THE WORKSHOP MEETING ON JUNE 10TH <br />WAS TO BE WHEN THEY ALL COULD SIT DOWN TOGETHER AND FIGURE OUT THE <br />CORRECT PROCEDURES FOR THE COUNTY IN TAKING OVER THIS TYPE OF ROAD. <br />HE DID NOT FEEL THE BOARD SHOULD ACCEPT TEMPORARY RULES AND THEN SET <br />UP NEW ONES IN THE FUTURE. <br />REQUEST TO RESUME MAINTENANCE OF WAUREGAN AND BREVARD AVENUES <br />THE BOARD REVIEWED THE FOLLOWING MEMO FROM ADMINISTRATOR <br />NELSON EXPLAINING THE HISTORY OF THE ABOVE ROADS: <br />INDIAN RIVER COUNTY, FLORIDA <br />INTER - OFFICE MEMORANDUM <br />The Honorable Members of the DATE: May 6., 1981 <br />Board of County Commissioners ' <br />FROM: Neil A. Nelson, <br />County Administrator <br />Description and Conditions <br />- FILE: <br />SUBJECT: Request from Mrs. Helen Hanson for <br />Indian River County to resume. the <br />Maintenance of Wauregan Avenue and <br />Brevard Avenue from Spring Street <br />(80th Court)to Maple Street (79th Avenue)- <br />in.Roseland - Length of Road Approximately <br />REFERENCES: 2240 L.F. <br />Mrs. Helen Hanson, -a long-time resident and property owner in Roseland, <br />is requesting the County ,to resume the grading and -maintenance of the above <br />subj-ect unimproved roads. These roads were originally included in the plat <br />-of Wauregan Subdivision, -which was recorded in 1889. The streets, however, <br />were not -opened until after the death of -Mr. Hanson in the mid 1960's. Mrs. <br />Hanson directed the opening of the..streets and sale -of lots.in order to liquidate <br />Mr. Hanson's estate. With the except-ion.of only a few°parcels of 1an.d, Mrs. <br />Hanson, now 85 years of age, -has sold all of her platted land in Roseland and <br />and has no plans to open any other streets in this -area. = <br />Analysis and Alternatives - <br />The date of recording for this area goes, back to the late 1800's,and <br />it -appears that the -opening of the roads since has occurred in phases.- The <br />_ subject roads,. which - were opened in the 1960's, have been previously and in <br />advertantly maintained by the County. The grader operators working in -the <br />area mistakenly .went beyond their limits. It has been reported that this -may - <br />have occurred for. 3 to 7 years or so. Upon researching- the actual acceptance <br />Df the roads, the County in 1979 stopped grading the 2240 L..F.--of Brevard and <br />Wauregan Avenues. When the County was maintaining the roads, it has.been re- <br />-.ported that the grading did not conform. to the original road slope and the <br />quality of the road cross-section deteriorated somewhat.. <br />NAY 46 PAGE 526- <br />2 0198f _ 79 <br />
