Our File 0773
December 9, 2008
NON-EXCLUSIVE PROFESSIONAL ENGINEERING AGREEMENT
CONTINUING CONSULTING SERVICES
ADDENDUM #1 TO
"EXHIBIT 1"
Background
The Indian River County Utilities Department has decided to amend Work Authorization #11
which was approved by the Board of County Commissioners January 8, 2008. In preparation of
the State of Florida Department of Transportation's (FDOT) plans to construct a four -lane to six -
lane roadway expansion project along SR -60 between 66th Avenue and 82nd Avenue in Indian
River County construction plans were developed to detail utility adjustments required in the
proposed construction area. The County's intent was to provide the utility contractor a "one-
step" construction process that would allow the required adjustments to be constructed without
the need to return and make further adjustments after the completion of the FDOT roadway
improvements.
As a result, the adjustment planned for the existing 12" sewer force main at the southeast
comer of SR -60 and 70 Avenue was designed to re-route the main under the existing 60" and
proposed 84" storm pipe in the Indian River Farms Water Control District lateral canal. Although
this design meets the intent of the "one-step" construction process, this design will result in a
sewer force main being constructed extremely deep and in close proximity to existing and
proposed traffic signal mast arms, signal switch gear, drainage pipes, and the Range Line
Canal. While this is the best design following the "one-step" policy, it is not desirable since it will
be difficult to construct and future maintenance would jeopardize the structural integrity of
nearby roadway and drainage improvements. Although this design will require a "two-step"
construction process to relocate the force main to its adjusted location, having the force main
above rather than below the storm culvert justifies this modification to the construction concept.
Scope of Services
The additional services covered by this Amendment #1 to Work Authorization #11 will generally
consist of the following
• Prepare Construction Plans revisions and modifications to IRFWCD Permit to allow the force
main to pass over the proposed new FDOT culvert at said location.
• Prepare Construction Plans revisions and modification as requested by Indian River County
Utilities to amend the design of the water main modifications on the south side of SR60,
west of 74th Avenue.
(Y:\mm\Projects%2007%0773WDMIMContracts%Addendum#110773 Amend #1 Attach 1_120908.doe)
