JUN 31991 6 urF 616 <br />COMMISSIONER BIRD INQUIRED WHAT COMMISSIONER SCURLOCK'S <br />BASIS WAS FOR MAKING HIS MOTION FOR RZA ZONING. <br />COMMISSIONER SCURLOCK RESPONDED THAT THE OCEANSIDE WAS <br />MORE DESIRABLE AND THIS WOULD ALLOW MORE PEOPLE TO HAVE ACCESS TO THE <br />OCEAN, AND TO HAVE MORE OPEN SPACE. HE FELT TRANSITIONAL ZONES SHOULD <br />BE PROVIDED TO BE FAIR TO DEVELOPERS ON THE BARRIER ISLAND. _ <br />ATTORNEY MICHAEL O'HAIRE CAME BEFORE THE BOARD TO MAKE A <br />PROCEDURAL RECOMMENDATION TO NOT CLOSE ANY OPTIONS FOR DENSITY - HE <br />FELT ALL OPTIONS SHOULD BE CONSIDERED. <br />JIM SELLEN, OF CLADDING, LOPEZ & SELLEN FROM ORLANDO, <br />CAME BEFORE THE BOARD TO POINT OUT SOME MISCONCEPTIONS, AND MAKE <br />CERTAIN FACTS AVAILABLE TO THE BOARD. HE CONTINUED THAT THERE WAS <br />NO QUESTION THAT THE DOWN -ZONING IN THE AREA WAS ESSENTIAL, BUT THE <br />BOARD NEEDED TO BE AWARE THEY WOULD BE FACING ANOTHER PROBLEM WHEN <br />GOING TO LOWER DENSITY - THE COST OF SPRAWL, HE THEN COMPARED THE <br />IMPACT OF SINGLE FAMILY MAKING 13 TRIPS A DAY AS OPPOSED TO MULTI- <br />FAMILY MAKING ONLY 8 TRIPS A DAY. MR. SELLEN POINTED OUT THAT IF <br />YOU HAVE 4 UNITS INSTEAD OF 6 UNITS PER ACRE, THAT DOES NOT SAY YOU <br />WILL HAVE BETTER QUALITY - BUT THE ONGOING MAINTENANCE COST, AS A <br />RESULT OF TRAFFIC AND SEWERAGE, WILL BE GREATER, HE ADDED THAT THIS <br />WAS NOT HIS OPINION ALONE, AS THE EPA AND HUD HAVE ALSO STATED THIS <br />FACT. MR. SELLEN REITERATED THAT DENSITY HAS NO RELATIONSHIP TO <br />QUALITY. <br />COMMISSIONER BIRD STATED THAT HE DOES NOT LIKE THE PRESENT <br />ZONING of 15 UNITS PER ACRE; HE HAD SUPPORTED THE RZB MOTION BUT WOULD <br />LIKE TO SEE IT EVEN LOWER THAN THAT. HE ALSO POINTED OUT THAT IN <br />LOWERING THE DENSITIES, THE COUNTY WOULD BE SUBJECT TO CONSIDERABLE <br />POTENTIAL LITIGATION. HE STATED HE WAS CONVINCED THAT 6 UNITS OF <br />MULTI -FAMILY REQUIRES LESS SERVICE THAN 4 UNITS OF SINGLE FAMILY. <br />COMMISSIONER WODTKE STATED IT WAS HIS OPINION THAT SERVICES <br />WILL HAVE TO BE PROVIDED AND IT IS MUCH LESS IN A MULTI -FAMILY <br />CLASSIFICATION THAN IN, SINGLE FAMILY. <br />IN MULTI -FAMILY ZONED AREAS, <br />
