JUN 3 1981 46 f,AF 646 <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are as follows: <br />Alternative 1 - Approve the agreement with the Indian River <br />Correctional Institute and use the excess excavated fill for <br />overburden at the landfill site in return for excavation and <br />fill work at the Correctional Institute. This will save the <br />County the expense of purchasing fill.from outside sources and <br />will benefit the Landfill operation. I <br />This will also mutually benefit the Institute by creating a betten <br />security situation and more usable land. No State D.E.R. permits are <br />required for the work. <br />Alternative 2 - Purchase fill from outside sources in the future <br />when our existing pit is depleted— <br />RECOPMMENDATIONS AND FUNDING <br />Since this project will mutually benefit both the Correctional <br />Institute, who has helped the County in the past by supplying free labor <br />on many tasks, and the County landfill, the staff recommends approval of <br />this agreement. <br />No direct funding is applicable for this item. The cost of machinery <br />and labor will be absorbed in the landfill operations budget. <br />ADMINISTRATOR NELSON REPORTED THAT WE COULD EASILY MOVE OUR MINING <br />OPERATION TO THE CORRECTIONAL INSITUTE AREA INSTEAD OF THE BORROW PIT, <br />AND THIS WOULD BE VERY BENEFICIAL IN EXTENDING THE LIFE OF OUR LANDFILL <br />SINCE WE ARE GOING UP MUCH HIGHER THAN ORIGINALLY ANTICIPATED. OUR <br />ENGINEERING DEPARTMENT HAS LOOKED INTO THIS, AND WE ARE CAPABLE OF CARRYING <br />THIS OUT WITH OUR OWN LANDFILL EQUIPMENT. THE ADMINISTRATOR CONTINUED <br />THAT THE CORRECTIONAL INSTITUTE HAS WORKED VERY CLOSELY WITH THE COUNTY <br />IN SUPPLYING WORKING PARTIES TO HELP IN MOVING OUR PERSONNEL AND EQUIP- <br />MENT, CLEANING UP LIFT STATIONS, ETC., AND WE HAVE HAD AN EXCELLENT <br />WORKING RELATIONSHIP WITH THEM. ADMINISTRATOR NELSON NOTED THAT THE <br />COUNTY WOULD HAVE TO GET A MINING PERMIT AND FELT PERHAPS THIS COULD BE <br />UTILIZIED AS A TEST CASE TO SEE JUST HOW CUMBERSOME THE PROPOSED MINING <br />ORDINANCE IS, HE REQUESTED THAT THE BOARD AUTHORIZE THE CHAIRMAN TO <br />SIGN THE PROPOSED AGREEMENT WITH THE CORRECTIONAL INSTITUTE, WHICH HAS <br />BEEN REVIEWED BY THE ATTORNEY AND FOUND SATISFACTORY WITH SOME MINOR <br />CORRECTIONS. <br />COMMISSIONER BIRD ASSUMED THAT IN THIS AGREEMENT WE ARE <br />PROTECTED AND HELD HARMLESS IN REGARD TO USING COUNTY EQUIPMENT OFF OF <br />OUR PROPERTY, AND ATTORNEY COLLINS STATED THAT THERE IS NO SPECIFIC <br />
