<br />Due To Other Governments - Utilities Fund
<br />On August 25, 2010, the Board received notification from the State Division of Emergency Management
<br />that a repayment of $2,827,524 may be due to the Federal Emergency Management Agency (FEMA) for
<br />disallowed costs related to a sewer project. The Board has appealed FEMA's decision. As of
<br />September 30, 2011, the Board recorded these costs as a liability, Due to Other Governments, in the
<br />Utilities proprietary fund while awaiting FEMA's response to the appeal.
