Comprehensive Plan Transportation Element <br />If based on the above analysis the proposed development does not meet approval <br />requirements, the developer may choose to conduct a more detailed traffic impact <br />analysis as described in Policy 1.5. <br />POLICY 1.5: The county, through its land development regulations, shall require <br />submission of a traffic impact study for all projects projected to generate/attract 100 or <br />more average daily trips. <br />The traffic impact study will be the basis for identifying site -related improvements <br />required by a project as well as for assessing consistency with adopted level of service <br />standards. <br />Minimum requirements for traffic impact studies are described below: <br />All traffic impact studies shall be performed by registered professional engineers who <br />specialize in transportation engineering and/or by qualified professionals in the field of <br />transportation planning who specialize in traffic impact studies. <br />The study area boundary shall include all intersections within 8 miles of the project <br />where the project generated peak hour traffic meets or exceeds 8 trips on a 2 -lane road or <br />15 trips on a 4 or more lane road. <br />Projected project traffic shall be based on the application of ITE trip rates (Trip <br />Generation, Current Edition), Indian River County trip rates, or applicant derived/county <br />approved trip rates for the proposed use(s) in the project. <br />- Trip distribution and assignment shall be based on one of the following techniques: <br />a) Trip distributions based on studies of existing similar developments in proximity <br />to the proposed site. <br />b) Experienced judgment and knowledge of local condition. This method requires <br />approval and concurrence from the county. <br />C) A combination of "a" and "b". <br />d) Special zip code analysis for a representative land use in proximity to the <br />proposed site. <br />e) FSUTMS travel model results including trip tables by trip purpose. <br />f) Gravity model. <br />Community Development Department Indian River County 125 <br />
