Comprehensive Plan Transportation Element <br />Subsequently, the Board of County Commissioners revisited the concurrency issue and changed <br />its policy. Consistent with state concurrency allowances, the Board opted for a three year period, <br />instead of a two year period. In the future, the county should maintain that policy. <br />Subdivision Collector Roadways <br />Besides the capacity needs of the transportation system, there is a need in some areas of the <br />county to provide access ways which ensure a well designed local road pattern. To address this <br />need, the county has established subdivision collector roadways. <br />While subdivision collectors are not major roads on the county's thoroughfare system, they do <br />function at a higher level than regular local roads. As with local roads generally, subdivision <br />collectors are not funded with traffic impact fees, nor can traffic impact fee credit be given for <br />their construction. <br />As indicated in the existing conditions section of this element, subdivision collector roadways <br />require a minimum of 50' to 60' feet of right of way. Figure 4.9.1 of this element depicts the <br />county's subdivision collector roadways. <br />Critical Transportation Areas <br />Throughout the County, there are "critical transportation areas" that need additional review to <br />ensure that level of service standards will be maintained. These "critical transportation areas" are <br />areas which have roadways that are currently operating at or above the county's minimum <br />adopted level of service standard but, as future impending development occurs, may operate <br />below the established minimum level of service standard. These areas usually are experiencing <br />rapid development and could have existing roadway physical constraints, such as drainage canals <br />located alongside the roadway. <br />A recent plan adopted by the MPO provides a method to identify these critical transportation <br />areas. Required by state law, the MPO's Congestion Management Process includes a set of <br />prioritization criteria, which are the criteria used to identify critical transportation areas. Once <br />critical transportation area roadways are identified, they are analyzed using the system level and <br />corridor level criteria in the plan. <br />As structured, the congestion management system described in the MPO's CMP Plan is <br />implemented on an annual basis by MPO staff. The result of the MPO's annual CMP analyses is <br />a set of proposed improvement projects to address the congestion problems on critical <br />transportation area roadways. These proposed improvements are then programmed for <br />implementation. <br />Since the CMP program is an efficient way to address critical transportation issues, it is <br />important that the County coordinate with the MPO in this process. That coordination involves <br />county staff participating in the CMP analysis as well as the county programming recommended <br />CMP improvements with county transportation funds where warranted. <br />Community Development Department Indian River County 84 <br />
