Comprehensive Plan Economic Development Element <br />family home, depending upon size. Impact fees are also required for various commercial and <br />industrial uses. Library, School, and Park and Recreation impact fees do not apply to nonresidential <br />uses. Currently, five of the county's eight impact fees are suspended to encourage construction and <br />economic development. <br />Water and sewer impact fees are established in a separate ordinance. While water impact fees are <br />$1,300 for each equivalent residential unit, sewer impact fees are $2,796 for each equivalent <br />residential unit. Deposits are also based on equivalent residential units. <br />Within the City of Vero Beach, electric impact fees apply. For residential properties, electric impact <br />fees are $550 per dwelling unit. For commercial/industrial properties, electric impact fees start at <br />$550 per unit and increase depending on the estimated electricity demand of the proposed land use. <br />Separate from impact fees, the County also has a prorated interest fee that is used to finance the <br />widening of a portion of State Road 60. The interest fee is being charged to all developments that <br />impact SR 60 between 66th Avenue and I-95. <br />Economic Development Initiatives <br />• Target Industries <br />Currently, the Board of County Commissioners offers various financial incentives to target <br />industries to encourage those industries to locate to Indian River County or to expand businesses <br />already in the county. The County's target industries list includes manufacturing and other basic <br />industries. Generally, the target industries are businesses that pay wages near or above the county's <br />annual average wage. By targeting industries that pay higher than average wages, the County intends <br />to improve the standard of living and employment opportunities of residents of the county. <br />In 2006, there were 11,188 jobs within the County's targeted industries. Of those target industries, <br />the fastest growing are service industries. While service industries have been growing, only minimal <br />gains have been made in basic/contributory industries (industries that bring money into the local <br />economy by selling their products outside of the county) such as Fabricated Metal Products <br />Manufacturing, Wood Products Manufacturing, Non-metallic Mineral Product Manufacturing, and <br />Plastics and Rubber Products Manufacturing. <br />Currently, the county offers financial incentives to target industries as follows: <br />• Qualified Target Industry Tax Refund Program <br />The Qualified Target Industry Tax Refund Program, administered through Enterprise Florida, <br />provides a tax refund of up to $8,000 per new job if the business is located in the County's Enterprise <br />Community Development Department Indian River County 26 <br />
