Comprehensive Plan Economic Development Element <br />Topography <br />Unlike some areas, Indian River County's topography is not characterized by steep slopes or other <br />development constraints. While the flat topography requires various drainage improvements, this <br />does not constitute an economic development constraint. <br />Demographic Characteristics <br />Quality of Life <br />The quality of life in a community is an important consideration for companies planning to relocate. <br />Although the quality of life in Indian River County is excellent, certain constraints do exist. One <br />such constraint is the high seasonal unemployment rate of the county. This high seasonal <br />unemployment rate, which increases the average annual unemployment rate, can create the <br />impression that Indian River County's economy is not stable. <br />Generally, Indian River County is perceived as having an exceptional quality of life, a potential for <br />economic development. Historically, the county's position has been to guide growth in order to <br />avoid the problems associated with rapid urbanization. This has resulted in low residential densities, <br />large amounts of open space, protected environmental land, and an adequate infrastructure to support <br />development within the county. <br />Being a coastal area, Indian River County has many recreational amenities that provide opportunities <br />for boating, swimming, and fishing. The county's waterfront areas also provide residents with an <br />aesthetically pleasing place to live. <br />With a large public park system and a quality cultural environment, the county has diverse <br />opportunities for an area of its size. These characteristics indicate that there is a high quality of life <br />in Indian River County. This constitutes a potential for economic development in the county. <br />Population Growth <br />In the past, much of the population growth in Indian River County has occurred in the age groups 45 <br />years and above, including retirees. So while the county's population has grown, this growth has <br />resulted in an older population with a lower percentage of the population in the workforce. Since <br />having a large and diversified labor force is necessary to attract new industry, the growth in the older <br />age cohorts can constitute an economic development constraint for the county. <br />There are, however, economic development benefits from retirees moving to the County. Because <br />many of those retirees have high incomes, these new residents have more money to spend locally. <br />That benefits various local businesses, including retail and service establishments. <br />Community Development Department Indian River County 32 <br />
