<br />In FY 2014/15, the projected expenses for potable water and sanitary sewer services are expected to
<br />be $29,434,000. That is an increase of 7.69% from the 2010/11 projected expenses of $27,333,363.
<br />Table 6..14 shows that, in FY 2014/15, the projected expenses for solid waste services are expected to
<br />be $11,538,000. That is an increase of 7.69% from the 2010/11 projected figure of $10,713,852.
<br />Operating Cost Proiections
<br />Table 6.15 provides projections of overall operating costs for the county for fiscal years 2010/11
<br />through 2014/15. In fiscal year 2014/15, the county is projected to incur approximately $189,485,892
<br />in operating costs. Based on the figures shown in table 6.15, the county's operating costs are
<br />projected to increase 7.46% between 2010/11 and 2014/15.

<br />Proiected Debt Capacity
<br />Debt Financing, which involves borrowing money using the county's assets as collateral, is one way
<br />that the county has provided for its capital facility needs. The primary rationale for providing capital
<br />facilities through indebtedness is that it spreads the cost of a facility over its useful life and thus is
<br />paid for by those who will use the facility.
<br />Table 6.16 provides a summary of the county's estimated ability to raise bond revenue without a
<br />public vote. That table identifies the county's bonding capacity for 10, 20, and 30 years. As table
<br />6.16 indicates, the county's available bonding capacity for a 10 year issue is $160,100,000, while its
<br />bonding capacity for a 30 year issue is $323,100,000.
