Comprehensive Plan Capital Improvements Element <br />Introduction <br />The Capital Improvements Element (CIE) summarizes the needed capital facilities identified in the <br />other comprehensive plan elements and describes the financial means by which these facilities are to <br />be funded. This element demonstrates the economic feasibility of the entire comprehensive plan and <br />prioritizes the funding of all the public facilities identified in the other comprehensive plan elements <br />based on the level of need and the availability of funds. <br />For purposes of this element, a capital improvement is a substantial facility (land, building, or major <br />equipment) that costs at least $100,000 and which is required to maintain adopted level -of -service <br />standards or to meet objectives identified in the county's comprehensive plan. <br />Included in the CIE are an existing conditions section, an analysis section, a concurrency <br />management section, a goals, objectives, and policies section, and an implementation section. <br />Financial resources and existing local policies and practices are discussed in the existing conditions <br />section. The fiscal condition of both the county and its comprehensive plan, as well as other issues <br />concerning capital improvement projects, are assessed in the analysis section of this element. The <br />administrative framework for maintaining public facility service levels is addressed in the <br />concurrency management section, while the county's overall capital improvements strategy is <br />discussed in the goals, objectives and policies section.
