Comprehensive Plan Housing Element <br />current and anticipated future residents and households with special housing needs including rural <br />residents and farmworkers by allowing affordable housing in all residential areas, rehabilitating <br />existing units with SHIP funds, utilizing CDBG funds for housing rehabilitation and neighborhood <br />revitalization, and undertaking other measures to minimize the need for additional local services and <br />avoid a concentration of affordable housing units in specific areas. <br />OBJECTIVE 3 IMPROVED PROPERTY MAINTENANCE/ELIMINATION OF <br />SUBSTANDARD HOUSING CONDITIONS <br />By 2015, the number of sub -standard housing units (units lacking complete plumbing and units with <br />no heating facilities) will be 10% less than the number of sub -standard units identified in 2010 <br />census. <br />POLICY 3.1: The Indian River County Property Maintenance Code shall continue to be the county's <br />standard for public health, safety, and welfare with regard to occupancy limits based on unit size, <br />provision of adequate plumbing facilities, and prevention of exterior physical deterioration. This <br />code will be enforced by the building division and code enforcement section staffs. <br />POLICY 3.2: The county shall do a periodic inventory of housing conditions, as permitted by <br />funding and staffing, on a neighborhood by neighborhood basis to identify units suitable for <br />concentrated code enforcement, rehabilitation, demolition, or other actions to achieve a suitable <br />residential environment. <br />POLICY 3.3: In areas with a high percentage of substandard housing units, the county shall provide <br />property owners with consumer information and technical assistance on new housing products and <br />their applications in order to encourage improved housing maintenance. <br />POLICY 3.4: The county shall improve the appearance of housing units within low income <br />neighborhoods by participating in the World Changers Program. <br />POLICY 3.5: The county shall offer rehabilitation loan assistance through its local housing <br />assistance program, cooperative ventures with non-profit groups, or Community Development Block <br />Grant (CDBG) type programs to effect spot removal of blighted structures and blighting influences. <br />POLICY 3.6: The County shall continue to apply its SHIP program "Minimum Standards for <br />Rehabilitation of Residential Properties" to all SHIP rehabilitation work activities. <br />POLICY 3.7: The county shall work with community based organizations to inform and encourage <br />people to rehabilitate their home by utilizing the county's local housing assistance program. <br />51 <br />Community Development Department Indian River County <br />
