Comprehensive Plan Conservation Element <br />GOAL, OBJECTIVES AND POLICIES <br />GOAL <br />It is the goal of Indian River County to protect, conserve, enhance, or appropriately use the <br />County's natural resources in a manner which maximizes their natural functions and values. <br />OBJECTIVE 1 Air Ouality <br />Through 2020, air quality within Indian River County will continue to exceed state and federal <br />minimum ambient air quality standards. <br />Policy 1.1: The county shall require that a burn permit be issued by the Fire Division prior to <br />allowing burning of land clearing debris associated with development within the Urban <br />Service Area. Issuance of a burn permit will be contingent upon the use of an air curtain <br />incinerator, minimum separation distance from residential developments, wind direction, <br />and/or any other conditions imposed by the Fire Division. <br />Policy 1.2: In coordination with the Office of Radiation Control and the Indian River County <br />Health Department, the county shall make available information on the detection and control <br />of radon gas. <br />Policy 1.3: The county shall coordinate with the State Division of Forestry to ensure that <br />appropriate fire prevention methods are implemented for the burning of land clearing debris <br />outside the Urban Service Area. <br />Policy 1.4: To reduce air -borne pollution, the county will ensure that land clearing and tree <br />removal associated with urban development meets the criteria contained in county land <br />development regulations. These criteria include, but are not limited to: phased clearing, <br />minimizing cleared areas, and stabilizing cleared areas with ground cover. Bona fide <br />agricultural operations will remain exempt from permitting requirements. <br />Polic1.5: The county shall regulate excavation and mining activities to reduce air -borne <br />particulates by requiring dust control measures, by limiting hours of operation, by requiring <br />reclamation that includes soil stabilization, and by requiring Stormwater Pollution Prevention <br />Plans (SWPPs). <br />Polio The county shall promote the reduction of vehicular travel and associated <br />emissions by encouraging planned residential developments, by promoting the establishment <br />of bicycle and walking paths, and by planning for limited retail land uses closely accessible <br />to residential areas. <br />Community Development Department Indian River County 122 <br />
