Comprehensive Plan Conservation Element <br />Polio To reduce improper management of hazardous and solid waste, the county will <br />continue to investigate illegal waste disposal practices, evaluate current enforcement policies, <br />and revise county enforcement policies if deemed appropriate. <br />Polic11_4: Existing known hazardous waste contaminated sites shall be monitored and <br />remediated, when feasible. <br />OBJECTIVE 12 Natural Resource Management <br />By 2020, 80% of the county's conservation lands shall be restored to viable ecological <br />condition and improved for compatible passive recreational public access. <br />Policy 12.1: The county, in cooperation with the State Division of Forestry, U.S. Fish and <br />Wildlife Service, and the Florida Fish and Wildlife Conservation Commission, will conduct <br />prescribed burns on a rotational basis at the Wabasso Scrub Conservation Area, the North <br />Sebastian Conservation Area, and other county -owned scrub habitat. <br />Policy 12.2: By 2010, the county shall adopt an interagency management agreement on <br />implementation of the Sebastian Area -wide Florida Scrub jay Habitat Conservation Plan. <br />Polio By 2010, the county shall enter into a written interlocal agreement with the City <br />of Vero Beach regarding management of the Prange Islands Conservation Area. <br />Policy 12.4: For land tracts acquired through the Environmental Lands Program, the county <br />shall require a site specific management plan be adopted within one year of acquisition. <br />Such management plans shall be subject to the review and recommendations of the County <br />Conservation Lands Advisory Committee (CLAC). The County will, where feasible, <br />construct public access improvements within two years of management plan adoption. <br />Policy 12.5: The county shall solicit grants from regional, state and federal agencies to <br />supplement management funds for acquired lands. Funding will be used for the following <br />purposes: <br />1. restoration and enhancement of impacted wetland and upland areas; <br />2. establishment and/or improvement of public access; <br />3. promotion of environmental education/awareness; <br />4. eradication of nuisance exotic vegetation; <br />5. posting of signage and boundary markers; and <br />6. prescribed burning on scrub lands. <br />Community Development Department Indian River County 141 <br />
