Comprehensive Plan Conservation Element <br />➢ the mainland, between the IRL and the Atlantic Coastal Sand Ridge (U.S. Highway <br />#1); <br />➢ the mainland, proximate to the Ten Mile Ridge (Interstate 95); and, <br />➢ the St. Johns River watershed. <br />While coastal areas of the county on the ocean are subject to storm surge flooding in the event of <br />hurricane or tropical storm activity, areas near the IRL may experience flooding from a storm surge <br />caused by hurricane winds piling water against the shoreline and/or the heavy rainfall that <br />accompanies storms. According to a flood insurance study by the Federal Emergency Management <br />Agency (FEMA), storm surge levels as high as 4.5 feet above mean sea level (MSL) have been <br />recorded along the IRL. On the open coast, storm surge levels in the Atlantic Ocean have been as <br />high as 5 feet above MSL in Indian River County and 6 to 8 feet at the Ft. Pierce Inlet. In Indian <br />River County, heavy northerly or northeasterly winds are of particular concern.
