Comprehensive Plan Recreation and Open Space Element <br />• If the County Recreation Department is in a cutback or reduction situation, the program <br />would be preserved at the cost of all other services or programs. <br />• It serves a significant number of people. <br />• It is an activity, program, or service that the majority of current customers or users perceive <br />as necessary and important. <br />• It generates a reasonable revenue yield and/or a reasonable user participation rate. <br />Each year, every individual program and facility that the recreation department operates is evaluated <br />to identify the CORE and non -CORE programs. Overall, the more of the above criteria that a <br />program or facility meets, the more likely it is considered CORE to the department. A list of current <br />CORE and non -CORE programs is provided in Appendix E. <br />In 2009, the Recreation Department experienced a reduction in full-time, part-time and seasonal <br />staffing as well as the elimination of the spring break and traditional summer youth camps. At the <br />same time, the Gifford Aquatic Center operation was changed to summer seasonal operation only <br />(May 1 -September 15th) while the North County Aquatic Center zero depth pool operation was <br />changed to summer seasonal only (May 1 -September 15th). <br />On average, the Recreation Department provides 142 recreation programs per year. The following <br />examples illustrate the types of recreation programs provided by the county recreation department. <br />• Instructional — Self Defense, Senior Aerobics <br />• Special Events — Winter Fest, Daddy/Daughter Dance, Screen on the Green, State Special <br />Olympics, Aquatic Championships <br />• Athletics — Youth Sports: Football, Baseball, Basketball, Sports Tournaments <br />• Athletics — Adult Sports: Softball, Volleyball, Sports Tournaments <br />• Camps — Summer Traditional Youth, Summer Youth Athletic Specialty Camps <br />• Aquatic — Public Swimming Pools and Beaches, Swim Lessons, Aquanautics, Junior <br />Lifeguard <br />Generally, Indian River County Recreation Department program delivery is affected by the type and <br />location of facilities, including those that are county owned or controlled and/or leased. Program <br />delivery is also influenced by available financial resources as well as the availability of programs <br />by not-for-profit groups and organizations such as the Indian River Soccer Association. The <br />following identifies the geographical distribution of recreation programs within the county. <br />South of S.R. 60 <br />■ Youth <br />The majority of CORE youth sports programs are offered at facilities south of SR 60. These <br />programs include football, cheerleading and baseball. Youth basketball programs are provided at <br />school sites.
