Comprehensive Plan Recreation and Open Space Element <br />Within the County, private for-profit and not-for-profit groups provide many arts and cultural <br />programs and events. These programs and events are overseen by the Cultural Council of Indian <br />River County (CCIRC). As such, the Cultural Council's mission is to nurture a cooperative <br />environment in which cultural and educational organizations and individuals may thrive and thereby <br />enrich the quality of life in Indian River County for all residents and visitors. <br />History of CCIRC <br />In February 1995, the Cultural Council of Indian River County was incorporated in the State of <br />Florida as a 501(c) (3) nonprofit organization, and in March of that same year was designated as the <br />Local Arts Agency for Indian River County by the County Commissioners. In 2005, the Cultural <br />Council received recognition as a quasi -nonprofit organization by the Board of County <br />Commissioners. With the support of individuals, businesses and organizations throughout the <br />county, the Cultural Council continues to be an active advocate for the presence of creativity in all <br />aspects of the community, which in turn, enhances the quality of life in Indian River County. <br />When individuals, organizations or businesses join the CCIRC they become part of a countywide <br />cultural support system. The focus of that countywide support system is to promote community- <br />based initiatives such as Public Art Programs, Arts in Education, Cultural Tourism Promotion, <br />Community Cultural Planning and Economic Development. In so doing, the CCIRC values <br />collaborative efforts, streamlining community services, maximizing resources, and providing a <br />platform for discussions. <br />Throughout the United States, cultivating creative based industries is the latest and most likely area <br />of growth for Local Arts Agencies. Innovative industries are those where creative talent is a key <br />input, ideas and intellectual property are key assets, and creative goods and services are key outputs. <br />Currently, the Cultural Council's activities and programs include: <br />• Providing a Cultural Information Center in Downtown Vero Beach, with information on <br />display and distribution for residents and visitors <br />• Providing opportunities for sharing information for nonprofit organizations, artists and <br />businesses <br />• Facilitating cooperation among non-profit organizations to maximize resources and <br />minimize competition <br />• Promoting local artists of all types, including visual, performing and literary, along with <br />cultural organizations <br />• Sponsoring public art exhibitions in county buildings <br />• Publishing an annual Cultural Event Planner and supplement printed calendar with <br />updates and changes in an online calendar of events <br />• Maintaining an informative website with descriptions and links to all members <br />• Distributing local cultural information statewide at Florida Welcome Centers <br />Community Development Department Indian River County 34 <br />
