Comprehensive Plan Recreation and Open Space Element <br />Implementation, Evaluation, and Monitoring <br />Implementation <br />An important part of any plan is its implementation. Implementation involves execution of the <br />plan's policies. It involves taking actions and achieving results. <br />For the Recreation and Open Space Element, implementation involves various activities. While <br />some of these actions will be ongoing, others are activities that will be taken by certain points in <br />time. For each policy in this element, Table 10.10 identifies the type of action required, the <br />responsible entity for taking the action, the timing, and whether or not the policy necessitates a <br />capital expenditure. <br />To implement the Recreation and Open Space Element, several different types of actions must be <br />taken. These include: land acquisition, land (park) development, and physical improvement of <br />facilities, as well as adoption of land development regulations and other ordinances, execution of <br />interlocal agreements, provision of program support, and coordination. Plan implementation will <br />also involve preparing several studies and feasibility analyses. <br />Overall plan implementation responsibility will rest with the planning department. Besides its <br />responsibilities as identified in Table 10.10, the planning department has the additional <br />responsibility of ensuring that other entities discharge their responsibilities.
