Comprehensive Plan Recreation and Open Space Element <br />Evaluation & Monitoring Procedures <br />To be effective, a plan must not only provide a means for implementation; it must also provide a <br />mechanism for assessing the plan's effectiveness. Generally a plan's effectiveness can be judged by <br />the degree to which the plan's objectives have been met. Since objectives are structured, as much as <br />possible, to be measurable and to have specific timeframes, the plan's objectives are the benchmarks <br />used as a basis to evaluate the plan. <br />Table 10.11 identifies each of the objectives of the Recreation and Open Space Element. It also <br />identifies the measures to be used to evaluate progress in achieving these objectives. Most of these <br />measures are quantitative, such as number of acres of park, number of acres of open space, number <br />of access improvements, and others. Besides the measures, Table 10.11 also identifies timeframes <br />associated with meeting the objectives. <br />The planning department staff will be responsible for monitoring and evaluating the Recreation and <br />Open space Element. This will involve collection of data and compilation of information regarding <br />recreation and open space improvements. Specifically, the planning staff will coordinate with the <br />parks department to maintain an accurate and up-to-date inventory of park acreage and facilities. <br />This will be done on a regular basis. As part of the county's concurrency management system, the <br />planning staff will continually monitor the number of acres of each park type to ensure that <br />recreation level -of service standards will be maintained. <br />While monitoring will occur on a continual basis, formal evaluation of the Recreation and Open <br />Space Element will occur every five years in conjunction with the formal evaluation and appraisal of <br />the entire comprehensive plan. Besides assessing progress, the evaluation and appraisal process will <br />also be used to determine whether the recreation and open space element objectives should be <br />modified or expanded.
