Comprehensive Plan Intergovernmental Coordination Element <br />Control District (SRWCD) <br />Expand education <br />- Obtain Indian River Lagoon license plate funds/secure grants <br />Establish Pollutant Load Reduction Goals (PLRGs) for nutrients and solids <br />The Indian River Lagoon National Estuary Program is now part of St. Johns River Water <br />Management District's Indian River Lagoon Program. <br />Metropolitan Planning Organization <br />The Indian River County Metropolitan Planning Organization (MPO) is the primary agency <br />responsible for transportation planning in the urbanized area of Indian River County. Consisting of <br />twelve voting members representing the School Board and local governments within the county, two <br />non-voting representatives from the Florida Department of Transportation (FDOT), and a non-voting <br />representative from the Town of Orchid, the MPO is an independent agency with the power to <br />develop and adopt plans and to set priorities for the programming of improvements to the <br />transportation system. <br />In making decisions, the MPO relies on recommendations from advisory committees. Those <br />Committees are: <br />- Technical Advisory Committee <br />- Citizens Advisory Committee <br />- Bicycle/Pedestrian Advisory Committee <br />While the Indian River County Community Development Department provides staff and office <br />services to the MPO, the MPO is a separate agency with distinct functions authorized by federal and <br />state regulation. Among the MPO's delegated functions are to administer a coordinated, <br />comprehensive, and continuing planning process for the MPO area. The MPO's designated planning <br />area includes all municipalities within the county. <br />Currently, the MPO is responsible for planning and programming highway, public transit, and <br />bicycle/pedestrian facilities which serve the metropolitan area. Once improvement projects are <br />programmed by the MPO, implementing the improvements through construction is the responsibility <br />of local governments and the Florida Department of Transportation (FDOT). In addition, local <br />governments and the FDOT are responsible for decisions related to traffic signals, intersection <br />improvements, and roadway paving/resurfacing. <br />In undertaking planning activities, MPO staff and County Planning staff work closely together. <br />While County Planning activities focus on the unincorporated county, MPO projects involve the <br />entire county, including all municipalities. Overall, MPO activities are coordinated with the Board <br />of County Commissioners (BCC) through membership of the five county commissioners on the <br />MPO governing board.
