Such impacts <br />could include: facility impacts, natural resource and open space impacts, and other types of impacts. The county and municipalities also share <br />many facilities and responsibilities. The most important recreation and open space intergovernmental issue for the county and the municipalities <br />within the county is the provision of recreational facilities and services on a countywide basis. <br />Because land use decisions can have extra jurisdictional impacts, coordination among adjacent local governments on land use matters affecting <br />recreational facilities and the provision of open space is important. Specifically, it is important to notify affected governments, identify expected <br />impacts, develop measures to mitigate impacts, and establish a process to resolve disputes. <br />Recreation and open space issues are addressed in the recreation and open space element of the county's comprehensive plan. <br />In the past, the county coordinated with all municipalities within the county to try to establish a countywide recreation system. Due to political <br />and fiscal constraints, a countywide recreation system has not been established. The county, however, has coordinated with separate <br />municipalities to provide recreational facilities and services. <br />Specifically, the county has provided recreational facilities and services to the City of Fellsmere, the City of Sebastian, and the City of Vero <br />Beach. In so doing, the county provided funds for the construction of capital improvements at the Barber Street sports complex in Sebastian and <br />Fellsmere's ball park.
