Comprehensive Plan Intergovernmental Coordination Element <br />City of Vero Beach, the City of Sebastian, the City of Fellsmere, the Town of Indian River Shores, <br />and the Town of Orchid. Each of the five municipalities has a council/manager form of government. <br />On a regular basis, the county interacts and coordinates with these municipalities regarding many <br />issues. <br />Besides the municipalities, there are other governmental jurisdictions which interact with the county. <br />In fact, many federal, state, regional, and local agencies have legislative authority to carry out <br />various activities in the county. These agencies may be regulatory, jurisdictional, or advisory. <br />Through their various functions and activities, these agencies affect land use and life in the county in <br />general. Since their involvement is at different levels, they are divided into primary agencies and <br />other agencies and jurisdictions. The focus of this element will be on primary agencies. <br />Primary Agencies Affecting IRC <br />There are several agencies having jurisdiction in the county. Most of these agencies are considered <br />local agencies, but one that is not is the St. Johns River Water Management District. The SJRWMD <br />is a state agency that covers all of Indian River County and all or part of 18 other Florida counties. <br />The local agencies that cover the entire county are the Indian River Soil and Water Conservation <br />District, the Hospital Maintenance District and the School District of Indian River County. <br />Agencies that have jurisdiction over certain parts of the county include the Mosquito Control District <br />and the six separate local water control districts. Other agencies that have jurisdiction over parts of <br />Indian River County include the cities of Vero Beach, Sebastian, and Fellsmere, and the towns of <br />Orchid and Indian River Shores, all of which are municipalities in the county.
