COMMISSIONER WODTKE WONDERED IF THERE WERE ANY EXISTING <br />PROBLEMS WITH DER. <br />MR. LINER RESPONDED THAT HE WAS NOT AWARE OF ANY PROBLEMS, <br />RICHARD BOGOSIAN, REPRESENTING MOST OF THE PEOPLE WHO RESIDE <br />AT BREEZY VILLAGE, REFERRED TO THE PUBLIC NOTICE. HE STATED IT SHOULD <br />READ 2,000 GALLONS, RATHER THAN 3,000, IN THE WATER AND SEWER CATEGORIES. <br />ATTORNEY BOGOSIAN COMMENTED THAT THERE WERE APPROXIMATELY 78 HOMES IN <br />BREEZY VILLAGE AND THE DEVELOPER HAS THE POTENTIAL TO TOTALLY DEVELOP <br />THE AREA, AND TO RECOUP IN THE SALE OF THE ADDITIONAL LOTS NOT YET <br />DEVELOPED. HE THEN REFERRED TO THE LONG-STANDING POLICY OF THE BOARD <br />TO PRESENT DOLLAR FIGURES WHEN REQUESTING A RATE INCREASE, IN ORDER TO <br />DETERMINE A FAIR AND REASONABLE RATE - THIS WAS NOT DONE IN THIS CASE. <br />ATTORNEY BOGOSIAN ALSO FELT THAT MATCHING THE COUNTY RATES WAS NOT A <br />GOOD IDEA; HE DID NOT SEE HOW THEIR RATE INCREASE WAS JUSTIFIED. HE <br />THEN SUGGESTED THE BOARD REQUEST A CERTIFIED AUDIT FOR.BREEZY VILLAGE <br />FRANCHISE. <br />JOSEPH VERDI, OF BREEZY VILLAGE, BLAMED THE PROBLEMS IN <br />THEIR PARK ON POOR MANAGEMENT AND POOR MAINTENANCE. THERE IS ANOTHER <br />PHASE OF 23 HOMES THAT COULD BE DEVELOPED BUT IN THE THREE YEARS SINCE <br />THE PARK WAS SOLD, ONLY 6 UNITS HAVE BEEN SOLD. HE WENT ON TO SAY <br />THAT EVERYTIME THE OWNER DOES SOMETHING IN THE PARK, IT COSTS THE <br />RESIDENTS MONEY; HE POINTED OUT THAT SINCE THEY LIVED ON A FIXED IN- <br />COME, THEY FELT THE RATE INCREASE WAS UNJUST. <br />GENE MAHALICK, BREEZY VILLAGE, ALSO OBJECTED TO THE RATE <br />INCREASE BECAUSE HE FELT IT WAS UNJUST, AND THAT THERE HAS BEEN HAP- <br />HAZARD MANAGEMENT. HE EXPLAINED THAT THE ENGINEER FOR THE FRANCHISE <br />WAS LIVING IN ARIZONA, AND WAS BEING PAID JUST FOR THE USE OF HIS <br />LICENSE. MR. MAHALICK STATED THAT THE METERS WERE BEING READ WRONG. <br />SOME PEOPLE PUT IN THEIR OWN IRRIGATION WELLS AT A COST OF $300 TO $700 <br />PER FAMILY, BUT THEY WERE NOT PERMITTED TO USE THIS WATER IN THEIR <br />HOMES. HE MENTIONED THAT THE SWIMMING POOL HAD A LEAK IN IT AND WAS <br />DRAINING APPROXIMATELY 11" PER DAY, BUT WAS NOT REPAIRED. HE FIRMLY <br />FELT THIS INCREASE WAS NOT WARRANTED, <br />MR.
