• The protection of environmentally sensitive lands; <br />• The regulation of signage, landscaping and other aesthetic controls; <br />• The provision of safe on-site and off-site traffic circulation and adequate parking; and <br />• The review of all development applications and modifications to ensure that all <br />provisions of the Comprehensive Plan are enforced. <br />Policy 1.4: Indian River County's land development regulations shall, through various means, <br />ensure that adjacent land uses are compatible. Those means shall include, but not be limited to, <br />use of the following: <br />• vegetative buffers; <br />• setbacks; <br />• open space; <br />• physical separation; <br />• regulation of lighting; <br />• regulation of hours of operation; and <br />• regulation of access. <br />Policy 1.5: The Conservation Land Use designations shall be applied to those areas which <br />contain or possess lands with qualities and features which play a vital or essential role in the <br />normal functioning of the county's ecosystems and have been so identified in the conservation <br />element or merit preservation as vestiges of once common county ecosystems. <br />Policy 1.6: Development of conservation designated land shall be limited to the following: <br />C-1, Conservation -1 (Publicly owned or controlled conservation areas) <br />Conservation Uses <br />Passive Recreational Uses <br />• including, but not limited to, nature centers and trails, hiking trails, canoe <br />launches, observation towers, scenic areas, wildlife sanctuaries, wildlife <br />feeding stations, hunter education centers (including shooting ranges), picnic <br />areas, bathrooms, and parking areas <br />• up to 0.25 FAR <br />C-1 designated parcels shall be specifically depicted on the future land use map. C-1 designated <br />parcels include but are not limited to land owned by the St. Johns River Water Management <br />District for its Upper Basin Project, publicly owned spoil islands in the Indian River Lagoon, and <br />other environmentally important land owned or controlled by public entities for conservation <br />purposes. <br />C-2, Conservation -2 (Privately owned estuarine wetland and undeveloped lagoon island <br />conservation areas) <br />Conservation Uses <br />Passive Recreational Uses <br />Future Land Use Element 132 <br />
