Polices: By 2011, the county shall control the visual clutter created by temporary signs by <br />adopting development regulations that establish limits on where temporary signs are to be <br />allowed, on the number of temporary signs allowed, and on the duration that temporary signs <br />may be posted. <br />Polices: To combat monotony in single-family residential developments, the county shall <br />adopt development regulations requiring that applicants submit design guidelines for all new <br />residential planned developments. Such guidelines shall be project -specific and require approval by <br />the Planning and Zoning Commission prior to release of development plans for construction. PD <br />design guidelines shall address all of the following criteria: <br />• garage placement and scale; <br />• variations in building placement; <br />• frequency of use for a model within the same subdivision; <br />• building materials (facade and roof); <br />• building massing and architectural details that relate to articulation; <br />• the project's appearance from adjacent public streets; <br />• internal streetscape; <br />• enforcement mechanisms; and <br />• any additional requirements deemed necessary by the Planning and Zoning <br />Commission to limit residential monotony within the project. <br />Policy 9.15: The county shall not require buffers between similar residential uses. <br />OBJECTIVE 10: NONCONFORMING USES <br />With the exception of legally established non -conformities, all new development in Indian <br />River County will be consistent with the future land use map. <br />Polio: Indian River County land development regulations shall allow legally established <br />non -conforming uses to continue until ceased. When a non -conforming use has ceased, it can be <br />replaced only with a conforming use. All new development, even development associated with <br />non -conforming structures, must meet current regulations. <br />Policy 10.2: To allow for the reasonable use of such properties, Indian River County shall permit <br />the development of nonconforming lots of record legally established under regulations in effect <br />at the time that the lot was created. Provisions of this policy shall not apply to plats of <br />reclamation, except when non -conforming parcels have been transferred by deed prior to <br />February 13, 1990. <br />Policy 10.3: The county shall provide courtesy notification to adjacent property owners regarding <br />staff determinations involving existing nonconforming non-residential uses. <br />Polio: Multi -family residential sections of The Moorings that were zoned RM -10 prior to <br />February 13, 1990 shall be allowed to maintain their RM -10 zoning and shall be considered <br />Future Land Use Element 167 <br />
