INTRODUCTION <br />As a significant component of the comprehensive plan, the Future Land Use Element defines the <br />physical plan for the future development of Indian River County. In so doing, this element <br />designates the appropriate location for future land uses and sets forth the policies regulating <br />growth and development. These policies are not just limited to the density and intensity of <br />appropriate land uses, but also address other land use development factors, including timing and <br />location of future development. <br />Like the other elements of the Comprehensive Plan, the Future Land Use Element is a significant <br />planning document capable of standing on its own merits. The Future Land Use Element is, <br />however, the keystone of the Comprehensive Plan and, as such, must be consistent with all other <br />elements and must incorporate the principles of those other elements into specific land use <br />policies. <br />Included in this element is an Existing Land Use Map which identifies the location and <br />distribution of land uses in Indian River County in 2007 and a Future Land Use Map which <br />identifies the proposed location and distribution of land uses in the year 2030. According to state <br />law, all policies contained in the Comprehensive Plan must be consistent with the Future Land <br />Use Map, and all land development regulations in effect subsequent to the adoption of this plan <br />must also be consistent with the Future Land Use Element. Going forward, Indian River <br />County's land development regulations will rely on the Future Land Use Map and the Future <br />Land Use Element policies for their rational basis. <br />The scope of this element is the unincorporated land of Indian River County. Although land uses <br />within the municipalities of the County will not be governed by this plan, land uses within the <br />municipalities are addressed in this element because of the influence of municipal land uses on <br />surrounding unincorporated areas. Likewise, adjacent land uses in surrounding counties are also <br />addressed. <br />Future Land Use Element 1 <br />
