Residential <br />In 2007, there were 51,502 residential units in the unincorporated county. At that time, 19,693 <br />acres of residential land had been developed. Consequently, there was an average of .38 acres per <br />unit in 2007. According to projections, the unincorporated county will need 67,690 residential <br />units in 2030, an increase of 16,188 units. Assuming that the mix of housing types in the county <br />remains constant and using the .38 acres per unit proportion for the 2030 projection of 67,690 <br />units needed, there would be a need for 25,883 acres of developed residential land at that time. <br />In the unincorporated county, 32,761 acres are currently designated for residential use. Because <br />more land is already designated for residential use than will be needed in 2030, sufficient land is <br />available to accommodate the county's projected 2030 population. Therefore, no additional <br />residential land and no density increases are needed at this time. <br />Because of recent annexations, the county's municipalities, particularly the City of Fellsmere, <br />now contain a significant amount of undeveloped residential land. As this land is developed in <br />the future, the share of the county's population located within the municipalities will likely <br />increase. As the municipalities' share of the county's population increases, the unincorporated <br />county's share will decrease, thereby reducing the unincorporated county's projection of housing <br />need. <br />Currently, 66% of all residential units in the county are located in the unincorporated county <br />area, while the remaining 34% are located within the county's five municipalities. Upon build- <br />out, the unincorporated county's share of residential units will decrease to approximately 56%. <br />This is largely due to the anticipated growth of Fellsmere, which annexed 39 square miles of <br />land between 1998 and 2007. At this time, Fellsmere contains approximately 2% of all <br />residential units in the county. Upon build -out, it is anticipated that Fellsmere will contain 26% <br />of all residential units in the county, while the remaining four municipalities combined will <br />contain only 18% of all residential units. <br />Residential Allocation Ratio <br />A Residential Allocation Ratio (RAR) compares the number of residential units permitted by a <br />jurisdiction's future land use map to the number of residential units that are needed to <br />accommodate the jurisdiction's projected population within its planning time horizon. Along <br />with historic land use patterns and other factors, an RAR can be a useful tool to determine a <br />jurisdiction's residential land use needs. The time period used to calculate Indian River County's <br />current RAR is from 2007 to 2030. <br />The following formula is used to calculate the RAR: <br />Total number of units allowed by FLU Map — Existingu2007) <br />Projected number of units needed in 2030 — Existing units (2007) <br />Future Land Use Element 73 <br />
