Stormwater drainage is discussed in detail in the <br />Stormwater Management Sub -Element. <br />Use Suitability of Natural Resources <br />Natural features may singly, or in combination with other features, place severe limitations on <br />the development potential of a land parcel. Since natural features are more likely to be obstacles <br />to development rather than incentives, they are considered constraints. The constraints presented <br />herein are intended to be generalized and not site specific; individual parcels need further <br />evaluation to determine specific constraints and limitations. <br />➢ Wetland Resources <br />The many and varied wetland resources of the county play a vital role in the overall ecosystem of <br />the county. In addition to serving as prime habitat for many different plant and animal species, <br />wetland resources also serve residents of the county by providing scenic vistas and open space as <br />well as recreation. Therefore, wetlands are an important component of the quality of life and the <br />economy of the county. For those reasons, development of wetlands should be avoided, if <br />possible. Additionally, development near wetlands should be designed in a manner that has the <br />least impact on the wetlands. <br />Wetland resources, along with policies aimed at their protection, are discussed in greater detail in <br />the Conservation and Coastal Management Elements. Figure 2.27 identifies those areas of the <br />county which contain significant swamp or marsh areas as well as specific wetland sites. <br />Recognizing the importance and value of wetland resources, county comprehensive planning <br />policies should reflect various techniques to protect wetlands from development. These should <br />include land use and zoning designations to limit densities, the transfer of development rights <br />from wetland areas to contiguous upland parcels for planned developments, and restrictions on <br />the dredging and filling of wetland areas. In areas where wetlands are developed, those losses <br />should be mitigated by the creation of new wetland areas. <br />Future Land Use Element 80 <br />
