Comprehensive Plan Sanitary Sewer Sub -Element <br />OBJECTIVE 2 Regional System Expansion/Correction of Deficiencies <br />By 2015, at least 50% of all existing residential units in the county will be connected to a <br />regional sanitary sewer system. This will be an increase from 44% in 2006. <br />POLICY 2.1: The county shall continue to offer the utility assessment program to areas <br />with septic service within the County Utilities Department service area. <br />POLICY 2.2: The county shall continue to offer up to 10 year financing for all utility <br />assessments. <br />POLICY 2.3: The county shall given priority for the provision of public sanitary sewer <br />services to the subdivisions on the list of subdivisions designated as requiring sanitary <br />sewer service due to public health threats. <br />POLICY 2.4: The county shall provide sanitary sewer service to areas where the lack of <br />such service is determined to be a public health threat. The county shall recover costs <br />through those connecting to the system and directly benefitting from the improvement. <br />POLICY 2.5: Consistent with its interlocal agreements with the City of Sebastian and the <br />Town of Orchid, the county shall provide sanitary sewer services to those municipalities. <br />POLICY 2.6: Prior to 2011, the County will coordinate with the City of Vero Beach and <br />the Town of Indian River Shores to prepare a financial analysis of options related to the <br />possibility of consolidation of utility services. This analysis may consist of, but is not <br />limited to: the possibility of the County serving utilities to the Town of Indian River <br />Shores, currently served by the City of Vero Beach and the Unincorporated area of the <br />South Barrier Island, currently served by the City of Vero Beach, full consolidation of the <br />City of Vero Beach Utility with the Indian River County Utility or making no changes in <br />the existing utility service areas. Based on the results of a financial analysis of the various <br />service options, the Board of County Commissioners will consider implementing the <br />results that show the best financial and operational benefits. <br />OBJECTIVE 3 Surface Water and Groundwater Qualitv <br />Through the time horizon of the plan, the county will have no instances of sanitary sewer <br />facilities contaminating surface water or groundwater resources. <br />POLICY 3.1: The IRCHD shall conduct annual inspections of septic tanks that are <br />associated with heavy commercial, industrial, and manufacturing uses. The results of <br />these inspections shall be used to prioritize sanitary sewer service expansion. <br />Community Development Department Indian River County 38 <br />
