Comprehensive Plan Potable Water Sub-Element <br /> <br /> <br />Community Development Department <br /> <br />Indian River County 42 <br />GOAL, OBJECTIVES AND POLICIES <br /> <br />GOAL <br /> <br />Indian River County shall have an efficient potable water system that prevents degradation of <br />existing resources, promotes orderly growth and development, and meets existing and projected <br />demands. <br /> <br />OBJECTIVE 1 Service Concurrent with Development <br /> <br />Through the time horizon of the plan, there will be sufficient capacity in the regional potable water <br />system to accommodate all new development within the urban service area. <br /> <br />POLICY 1.1: New development within the unincorporated portion of Indian River County <br />shall be approved only when sufficient water supply capacity and potable water facility <br />capacity are available, either on-site or off-site, to provide needed potable water service. <br /> <br />POLICY 1.2: The County Utilities Department, on an annual basis, shall inspect all private <br />potable water plants in Indian River County. <br /> <br />POLICY 1.3: The county hereby adopts a potable water level of service standard of 250 <br />gallons per day per equivalent residential unit of treatment capacity, a minimum design flow <br />of 500 gallons per minute, a minimum storage capacity of 13.5 million gallons, and a <br />minimum pressure of 40 PSI for potable water facilities. <br /> <br />POLICY 1.4: Through its computerized permit tracking system and its concurrency <br />management system, the county shall continue to implement procedures to update facility <br />demand and capacity information as development orders and permits are issued. <br /> <br />POLICY 1.5: The Utilities Department, on an as needed basis, shall provide summary <br />reports containing capacity and demand information for each public potable water plant <br />within the county service area. <br /> <br />POLICY 1.6: The county shall continue to allow the use of private wells in rural areas for <br />single-family units and for small retail establishments. The use of private wells must be <br />approved by the appropriate regulatory agencies and be consistent with the attached water <br />and wastewater connection matrix. <br />
