Comprehensive Plan Potable Water Sub-Element <br /> <br /> <br />Community Development Department <br /> <br />Indian River County 44 <br /> <br />OBJECTIVE 3 Potable Water and Groundwater Quality <br /> <br />Through the time horizon of the plan, the county potable water system will continue to meet the <br />standards of the Federal Safe Drinking Water Act, Public Law 93-523; the Florida Safe Drinking <br />Water Act, Section 403.850 - 403.864, FS; Chapter 381, FS; and Rules 62-550, 40C-2, 40C-3, 17-22, <br />and 64E-8, FAC. <br /> <br />POLICY 3.1: The County shall continue to use the Upper Floridan aquifer as the primary <br />source of potable water and use reverse osmosis as the principal raw water treatment method <br />for its regional potable water system. With that water source and treatment method, the <br />county will provide its customers with good quality water that meets the requirements of the <br />Federal Safe Drinking Water Act, Public Law 93-523; the Florida Safe Drinking Water Act, <br />Section 403.850 - 403.864, FS; Chapter 381, FS; and Rules 62-550, 40C-2, 40C-3, 17-22, and <br />64E-8, FAC. <br /> <br />POLICY 3.2: The county, through the Environmental Health Department, shall monitor and <br />evaluate all private water treatment plants. The results of this evaluation shall be considered <br />during the prioritization of potable water service expansion. <br /> <br /> <br />OBJECTIVE 4 Water Conservation <br /> <br />By 2020, the county’s per capita water use will be less than the 2006 level of 104 gallons/day. <br /> <br />POLICY 4.1: The county shall require the use of irrigation quality (I.Q.) effluent meeting <br />FDEP standards for irrigation in parks and facilities having significant open space areas (golf <br />courses, medians, etc.) when those areas are located within the County Utilities Department <br />service area and are within 1 mile of the nearest effluent reuse line. Reuse must be <br />authorized by the appropriate regulatory agencies. When a project meets the above criteria, <br />the developer shall be required to construct an effluent reuse line for treated wastewater to be <br />used for spray irrigation. <br /> <br />POLICY 4.2: The county shall continue to apply the requirements of Chapter 926 of its land <br />development regulations, which require the use of drought tolerant vegetation, the use of <br />efficient irrigation systems, and the preservation of existing native vegetation. <br /> <br />POLICY 4.3: In order to eliminate irrigating during rain or when ground is saturated, <br />irrigation systems at county facilities shall be either manually operated or utilize automatic <br />systems with sensors. <br />
