Comprehensive Plan Potable Water Sub-Element <br /> <br /> <br />Community Development Department Indian River County 1 <br />INTRODUCTION <br /> <br /> <br />Potable water is the term applied to water that is considered fit for human consumption. Each day, <br />the average county resident consumes approximately 104 gallons of potable water. In addition to <br />being used for drinking, potable water is used for cooking, washing clothes and dishes, bathing, and <br />for various commercial/industrial purposes. <br /> <br />Access to potable water and the type of potable water systems available have major implications <br />regarding the type and density of development which can be accommodated within an area. This <br />sub-element not only addresses the implications of potable water on development, but also addresses <br />the various components of potable water systems, the type of potable water systems, existing <br />regulations regarding potable water, and other factors. <br /> <br />A potable water system is comprised of three components: a raw water source (supply), treatment <br />plants, and a distribution and storage network. <br /> <br />PURPOSE <br /> <br />The purpose of the Potable Water Sub-Element is to identify existing and projected demand for <br />potable water based on the county's population, historical water usage, and existing and future land <br />uses; to identify the capacity of existing facilities; to identify the operational responsibilities, <br />geographic service areas and the level of service provided by each facility; and to identify future <br />potable water needs, including those areas where public water will be provided and those areas where <br />it will not be provided. <br /> <br />The Potable Water Sub-Element is structured to address the potable water needs of the county <br />through the time horizon of the comprehensive plan. This sub-element will provide direction for the <br />county in determining sound management of its potable water system in a manner consistent with <br />federal, state and local law. Finally, potable water service, in conjunction with land use regulations <br />and other infrastructure elements, will be used as a means of managing future growth in the county <br />and directing growth within the Urban Service Area.
