Comprehensive Plan Solid Waste Sub -Element <br />New methods for safe solid waste disposal; <br />Assessment of the feasibility of implementing these new technologies in Indian River <br />County; and <br />Cost/benefit analyses for promising technologies. <br />OBJECTIVE 2 Special Waste and Hazardous Waste <br />Through the time horizon of the plan, there will be no cases of improper management or illegal <br />disposal of hazardous waste in the County. <br />POLICY 2.1: The County shall dispose of stabilized sludge from wastewater treatment plants at the <br />County landfill. <br />POLICY 2.2: The County shall dispose of the screenings and grit accumulated at the wastewater <br />treatment plants at the County landfill. <br />POLICY 2.3: The County will continue to require all septage haulers operating in the County to <br />dispose of septage at the Gifford Wastewater Treatment Plant or other sites approved by FDEP until <br />the proposed new Biosolids Facility at the County Landfill is open. <br />POLICY 2.4: The SWDD shall provide convenient locations at which residents can drop off <br />household hazardous materials free of charge. <br />POLICY 2.5: The County shall continue to maintain a contract with a licensed hazardous waste <br />transporter for providing disposal services to the small quantity generators of household hazardous <br />waste within the County. <br />POLICY 2.6: The County shall perform water quality tests in accordance with the landfill permit <br />requirements to ensure that the Class I landfill is not contaminating the surrounding groundwater and <br />surface water bodies. <br />POLICY 2.7: The County shall close its existing C&D debris landfill cell and switch to co -disposal <br />operation whereby C&D debris is disposed of in a lined Class I landfill commingled with MSW. - <br />POLICY 2.8: The County shall encourage the County Environmental Health Department to <br />continue to perform regular inspections of small quantity hazardous waste generators. <br />POLICY 2.9: The County shall cooperate with the FDEP and USEPA to continue to perform <br />regular inspections of private licensed waste handlers to ensure that bio -hazardous waste, generated <br />by medical establishments and handled by private firms, is properly managed. When improper <br />management of bio -hazardous waste is found during an inspection, the FDEP and USEPA will take <br />enforcement action.
