Comprehensive Plan <br />INTRODUCTION <br />Solid Waste Sub -Element <br />In Indian River County, residents and commercial/industrial establishments produce an average of <br />2.4 tons per capita per year of solid waste (Duncan & Associates, 2007). In addition, the County <br />generates hazardous waste. Some is considered household hazardous waste, but the bulk comes <br />from businesses and industry. <br />This sub -element will identify and analyze Indian River County's existing solid and hazardous waste <br />management practices and facilities, project future waste generation levels, assess the adequacy of <br />current facilities, and establish goals, objectives, and policies. <br />DEFINITIONS <br />Average Annual Per Capita Landfill Capacity Consumption Rate: A consumption rate based on <br />2.5 cubic yards per person per year. <br />Commercial waste: Waste generated by commercial and institutional entities. These wastes <br />have physical characteristics similar to residential wastes, consisting largely of combustible and <br />degradable materials such as paper and food waste. <br />Customer Convenience Center (CCC): A drop-off facility for solid waste, recyclables, and <br />household hazardous waste delivered by County residents for transportation to the County's landfill <br />site for ultimate disposition. <br />Hazardous waste: Waste which, because of its characteristics, has the potential to cause or <br />significantly contribute to injury, illness or death and which could present a potential danger to <br />human health if improperly transported, stored, treated, disposed of or otherwise managed. <br />Industrial waste: Solid waste generated from industrial sites, excluding hazardous wastes. These <br />can include general industrial housekeeping and support activity wastes. <br />Landfill: The final disposal (burial) site of solid waste which has not been or cannot be recycled. <br />Per Capita Waste Generation Rate: Average quantity of total solid waste generated annually <br />by each resident. This is equal to 2.4 tons (Impact Fee Update, Solid Waste, Duncan & Associates, <br />2007). <br />Recycling: Any process by which materials otherwise considered to be solid waste are collected, <br />separated, processed and reused or changed into raw materials or new products. <br />Residential waste: Mixed household solid wastes, including yard trash. <br />Resource recovery: The process of recovering usable materials and/or energy from the <br />municipal solid waste stream. <br />Community Development Department Indian River County 1 <br />
