JUL 2 46 w,798 <br />THE CURRENT BOARD MEMBERS CAME INTO THE JOB WITH SOME OF THESE PROJECTS <br />MID -WAY ALONG THE LINE, HE ADDED. <br />HE APPROVED THE MORATORIUM. <br />COMMISSIONER SCURLOCK STATED THAT <br />DISCUSSION FOLLOWED ALONG THOSE LINES. <br />CHAIRMAN LYONS COMMENTED THAT SOME OF THE PROJECTS HAVE <br />BEEN CAUGHT IN MID -STREAM. HE WOULD FAVOR PASSING THE ORDINANCE FOR <br />A MORATORIUM AND WOULD FAVOR AN EXCEPTION FOR BAYTREE AND OTHERS <br />SIMILAR TO IT. THE CHAIRMAN STATED THE BOARD IS FACING A DILEMMA <br />AS THE DENSITIES ARE CONSIDERABLY LOWER THAN THOSE PROPOSED BY THE <br />PLANNING & ZONING COMMISSION FOR THE COMPREHENSIVE PLAN. ONE OF THE <br />REASONS FOR THE MORATORIUM, HE NOTED, WAS TO HELP THE BOARD RES1OLVE <br />THE DENSITY PROBLEM AS FAR AS THE BARRIER ISLAND WAS CONCERNED. <br />COMMISSIONER WODTKE POINTED OUT THAT THEY ARE TALKING ABOUT <br />LAND THAT IS ZONED AT 15 UNITS AN ACRE - RECENTLY THEY HAD AN OPPORTUNITY <br />TO REZONE THIS AREA TO S UNITS AN ACRE, BUT IT WAS NOT DONE, HE <br />SUGGESTED PUTTING ON A MORATORIUM FOR THAT AREA, AND LEAVE THOSE PROJECTS <br />UNDER 6 UNITS AN ACRE TO CONTINUE IN PROCESS. COMMISSIONER WODTKE <br />SUGGESTED THAT NEW PROJECTS COMING IN WOULD HAVE TO FILE FOR AN <br />EXCEPTION. <br />COMMISSIONER SCURLOCK STATED HE WOULD OBJECT TO ANY NEW <br />PROJECTS COMING IN - HE DID NOT WANT TO CONSIDER ANY NEW SITE PLANS <br />WHATSOEVER, <br />COMMISSIONER WODTKE COMMENTED THAT THERE ARE SOME AREAS WHERE <br />THEY WOULD HAVE TO HAVE SOME FLEXIBILITY. HE REITERATED THAT HE WOULD <br />PREFER TO PUT A MORATORIUM ON ANYTHING ABOVE 6 UNITS AN ACRE AND <br />ANYTHING THAT IS IN THE MILL NOW WOULD BE PROCESSED THAT IS 6 UNITS <br />AN ACRE OR LESS; THEN ANYTHING THAT COMES IN 6 OR OVER WOULD HAVE TO <br />GO THROUGH THE EXCEPTION PROCESS. <br />WERE: <br />GENERAL DISCUSSION FOLLOWED. <br />MR.
