d. There are approximately seventy mobile home/recreational <br />vehicle parks located within Indian River County. This figure <br />equates to 7,193 dwellings, or a population of approximately <br />15,000 (11 % of the total population). To ensure the safety and <br />well being of mobile home residents during hurricane <br />conditions, these communities would be amongst the first to be <br />issued an evacuation order. An inventory indicating the <br />location and number of residents for each mobile home/RV <br />park is maintained on file in the Emergency Management <br />office. <br />e. Approximately 10% of the Indian River County population are <br />boat owners. A lack of hurricane experience has created a <br />dilemma for boaters and the marine community. About 25% of <br />hurricane fatalities result from boaters trying to secure vessels <br />in deteriorating storm conditions. There are approximately <br />thirteen commercial marinas within Indian River County with an <br />approximate marine craft capacity of 917. Indian River County <br />and the Florida Inland Navigation District, in cooperation with <br />both public and private marine agencies, have developed a <br />publication entitled Hurricane Manual for Marine Interests in <br />Indian River County. This manual was developed to provide <br />boaters and marina operators with updated and reliable <br />information to help guide their actions and is distributed <br />through our public presentations as well as being available at <br />the Emergency Management office. An inventory indicating <br />the location and number of boat slips for each marina is <br />maintained on file in the Emergency Management office. <br />There are three bridges in Indian River County, identified in <br />Section II -B, that connect the barrier island to the mainland, <br />neither of which are of the draw nor swing variety. <br />g. The decision to re-enter evacuation areas will be based on a <br />review of the information collected by the impact assessment <br />teams and other organizations with damage assessment <br />responsibilities to determine that conditions within the affected <br />areas are safe for public access. <br />The number one response priority for re-entry will be <br />mobilization and dispatch of search and rescue, as well as <br />damage assessment teams into the impacted areas to search <br />for survivors and provide assessments of the damage. These <br />operations will be the first response elements programmed for <br />re-entry and they will consist of representatives from law <br />enforcement, fire, EMS, emergency management, public <br />works, utility providers, property appraisers, building officials, <br />American Red Cross, etc. <br />Indian River County Comprehensive Emergency Management Plan Basic Page 99 <br />
