THE INDIAN RIVER COUNTY <br />COMPREHENSIVE EMERGENCY MANAGEMENT PLAN <br />BASIC PLAN <br />INTRODUCTION <br />Chapter 252, Florida Statutes (State Emergency Management Act), requires the <br />preparation and maintenance of this document, the Indian River County <br />Comprehensive Emergency Management Plan (CEMP). The CEMP must be <br />integrated into and coordinated with emergency management plans and programs <br />of the state and federal government. The CEMP also establishes a framework <br />through which Indian River County may prepare for, respond to, recover from, and <br />mitigate the impacts of a wide variety of disasters that could adversely affect the <br />health, safety and/or general welfare of the residents of Indian River County. <br />The CEMP is operations -oriented, and addresses coordinated local and regional <br />evacuation, shelter, post -disaster response and recovery; rapid deployment and <br />pre -deployment of resources; communications and warning systems; training <br />exercises to determine the ability of local government to respond to emergencies; <br />and clearly defined responsibilities for County departments through an Emergency <br />Support Function (ESF) approach to planning and operations. <br />The CEMP describes the basic strategies, assumptions and mechanisms through <br />which the County will mobilize resources and conduct activities to guide and support <br />local emergency management efforts through response and recovery. To facilitate <br />effective intergovernmental operations, the CEMP adopts a functional approach that <br />groups the type of assistance to be provided under ESFs to address the functional <br />needs of the County. Each ESF is headed by a lead agency, which has been <br />selected based on its authorities, resources, and capabilities in the functional area. <br />The ESFs serve as the primary mechanism through which outside assistance to <br />Indian River County is managed. State assistance will be provided under the overall <br />coordination authority of the State Coordinating Officer (SCO) representing the <br />Florida Division of Emergency Management (FDEM), Department of Community <br />Affairs (DCA), on behalf of the Governor. <br />A. PURPOSE <br />The plan establishes a framework for an effective system of comprehensive <br />emergency management enabling the Indian River County Board of County <br />Commissioners to discharge its statutory responsibility for providing direction <br />and control during the period of any emergency. <br />Indian River County Comprehensive Emergency Management Plan Basic Page 1 <br />
