extent to which natural or man-made barriers <br />currently contain the substances and the adequacy of <br />those barriers; <br />k. extent to which the substances have spread or are <br />expected to spread from the area, and whether any <br />future spread may pose a threat to public health, <br />safety, or to the environment; <br />extent to which state and federal environmental and <br />public health requirements apply to the specific site; <br />M. extent to which contamination levels exceed <br />established state and federal requirements, standards <br />and criteria; <br />n. contribution of the contamination to an air, land, water <br />and/or food chain contamination problem; <br />o. ability of the responsible party to implement and <br />maintain the remedy until the threat is permanently <br />abated; <br />p. availability of appropriate enforcement mechanisms; <br />and <br />q. any other appropriate factors. <br />Alternative actions should be developed, based upon the assessment, <br />and screened to determine the most appropriate action. Criteria to be <br />used in the initial screening include cost, effectiveness, and acceptable <br />engineering practices.
