2.0 EMERGENCY RESPONSE ORGANIZATIONS AND RESPONSIBILITIES <br />2.1 GENERAL <br />This section identifies the state, county, federal and private organizations <br />that would participate in response to an emergency involving hazardous <br />materials, and describes the responsibilities of each group. Those individual <br />officials who are responsible for coordinating the activities of the agencies <br />listed below are responsible for assuring continuity of resources to support <br />emergency operations over a protracted period of time. <br />2.2 LOCAL GOVERNMENT ORGANIZATIONS & RESPONSIBILITIES <br />2.2.1 Chairperson of the Indian River County Board of County <br />Commissioners <br />The Chairperson of the Indian River County Board of County <br />Commissioners has the responsibility for overall hazardous <br />materials emergency response planning for Indian River <br />County. The Chairperson, through the Director of Emergency <br />Services shall initiate actions and provide direction and control <br />at the local level, to include consideration of in-place sheltering <br />or evacuation as an option for the protection of the public, and <br />conduct emergency operations to respond to the effects of an <br />emergency involving hazardous materials. <br />The Chairperson is responsible for assuring overall continuity <br />of resources to assure 24-hour operations for a protracted <br />period. If conditions warrant, the Board will declare a local <br />state of emergency. <br />2.2.2 County Administrator <br />The County Administrator may conduct news conferences and <br />issue disaster preparedness news bulletins or other disaster <br />preparedness public information statements in any manner <br />authorized by the Indian River County Board of County <br />Commissioners. <br />Indian River County Emergency Plan for Hazardous Materials Page 9 <br />
