4.0 NOTIFICATION & ACTIVATION <br />4.1 GENERAL <br />This section outlines responsibilities and procedures for the notification of <br />appropriate emergency response organizations; alerting key local, state and <br />federal emergency response personnel; and for providing warning and <br />instructions to the general public. <br />4.2 WARNING POINTS <br />The Communications Center of the Indian River County Department of <br />Emergency Services is the designated county warning point in the event of a <br />hazardous materials emergency. The secondary warning point for Indian <br />River County is at the 9-1-1 Central Communications Center. This provides <br />a primary and back-up receiver, on a 24-hour per day basis, for notification <br />by a facility owner/operator that a hazardous materials release has occurred <br />and for alerting key local and state emergency response personnel. The <br />telephone number for the Indian River County Department of Emergency <br />Services is (772) 567-2154 and the backup number is 9-1-1. <br />The Florida Division of Emergency Management (DEM) is the designated <br />State Warning Point in the event of a hazardous materials incident. As such, <br />the DEM is responsible for receiving notification of an emergency from the <br />County warning point and alerting key state and federal emergency response <br />personnel. The DEM is also responsible for assisting Local Emergency <br />Planning Committees (LEPCs) in providing warnings and instructions to the <br />general public. <br />A Duty Officer is on duty at the State Warning Point in Tallahassee on a <br />24-hour per day basis. The 24-hour telephone number for the State Warning <br />Point is (850) 488-1320. Upon receipt of notification from the County <br />warning point that a release involving hazardous materials has occurred, the <br />State Warning Point will make the appropriate notification to the National <br />Response Center. <br />The National Response Center (NRC) is the national warning and <br />communications center for emergencies involving the release of hazardous <br />materials. Located at U.S. Coast Guard headquarters in Washington, D.C., <br />the NRC receives and relays notices of discharges and releases to the <br />appropriate on -scene commander, and provides facilities for the National <br />Response Team to use in coordinating a national response action when <br />required.
