As <br />a part of the Amateur Radio Service, it provides radio <br />communications for civil -preparedness purposes only, <br />during periods of local, regional or national civil <br />emergencies. <br />5.3.10 Emergency Satellite Communications (ESATCOM) System <br />ESATCOM is a FEMA dedicated nationwide party <br />telephone warning system operated on a 24-hour <br />basis. Its special purpose telephone circuits connect <br />the National Warning Center to FEMA headquarters, <br />federal agencies and military installations, and <br />numerous primary and secondary warning points in <br />each state. <br />5.3.11 Commercial Telephone <br />Commercial telephone service is available at the <br />County EOC, county warning point and can be used <br />as an alternate system. <br />5.3.12 Hard Copy Transmission System <br />A high speed facsimile system is in place in the EOC <br />to transmit and receive hard copy of information <br />pertaining to the emergency. This back-up <br />communications system will be used to verify verbal <br />information received and transmitted through other <br />communications systems. <br />5.3.13 Citizens Band (CB) Radio (Channels 1-23) <br />The CB radio system is used to support <br />communications within shelters to provide internal <br />management assistance. <br />Indian River County Emergency Plan for Hazardous Materials Page 39 <br />
