8.0 ACCIDENT ASSESSMENT <br />8.1 GENERAL <br />This section describes responsibilities and procedures for assessing the <br />off-site impacts of an emergency involving the release of hazardous <br />materials and its effects on the health and well-being of the residents and <br />visitors to Indian River County. <br />8.2 INITIAL ASSESSMENT <br />The initial accident assessment will be performed by the facility <br />owner/operator as soon as possible after the accident. The results of the <br />assessment will be reported immediately to local and state emergency <br />response organizations in accordance with Section 4.0 of this plan. Until <br />the arrival of off-site emergency response personnel, the facility <br />owner/operator will assess actual and potential off-site consequences and <br />provide the results of this assessment to the Indian River County 24-hour <br />warning point. <br />Upon arrival by off-site emergency personnel, the responsibility for <br />assessing the impacts or potential impacts of a release will be assumed <br />by the lead local agency. Initially, this will be the designated incident <br />commander operating from an on -scene command post, until the arrival of <br />a representative of the Indian River County Department of Emergency <br />Services. <br />The lead agency's assessment should include, but is not limited to the <br />following: <br />Identification of the nature, amount and location of released <br />materials; <br />Evaluation by the Indian River County Health Department (or State <br />Department of Health/Rehabilitative Services) of the threat to <br />human health; <br />Identification of potentially responsible party(ies); <br />- Determine the probable direction and time of travel for released <br />materials; <br />Identification of possible exposure pathways for humans and the <br />environment; <br />Indian River County Emergency Plan for Hazardous Materials Page 57 <br />
