f1. <br />JUL 151981 BOOK 4854 <br />SENIOR PLANNER ART CHALLACOMBE REVIEWED THE PLANNING SZTAFF`S <br />RECOMMENDATION, AS FOLLOWS: <br />TO: Neil Nelson DATE: July 15, 1981 FILE: ZC 81-13-451 <br />County Administrator <br />SUBJECT: Indian River Federal Savings <br />FROM: David M Reve� REFERENCES: <br />Planning and Zoning Director <br />It is recommended that the data herein presented be given formal consideration by the <br />Board of County Commissioners. <br />1. Description and Conditions. <br />Applicant requests rezoning of approximately 19.5 acres, located on the south .side <br />of S.R. 60, 600 feet east of 58th Avenue, from R-1 Single Family District to C -1A <br />Restricted Commercial. The subject property is vacant, with heavy vegetation and has <br />approximately 660 feet fronting on S.R. 60. The adjacent property to the east con <br />tains groves, while the Main Relief Canal runs diagonally along the southern boundary <br />of the site. There is a single family residence west of the subject property,: -approx- <br />imately 350 feet south of S.R. 60. There is a single family residential development . <br />the north side of S.R. 60, along 56th Street. Approximately 2000 feet to the east, - <br />'he north side of S.. R. 60, is a commercial area containing a bank and an insurance <br />;ency. There is also a site plan for a proposed office building and a site plan <br />for a proposed pro shop/putting course, as well as a rezoning request for expansion <br />of that commercial district. The subject property is designated as commercial.in both <br />the existing and proposed Comprehensive Plan. <br />2. Alternatives and Analysis <br />A) Approve the rezoning of subject property from R-1 to C -1A. The Main Relief <br />Canal on the south side of subject property provides a permanent buffer. and boundary <br />for the existing agricultural/residential areas to the south. S.R. 60 has adequate <br />capacity to accomodate commercial uses; the configuration under single ownersErip would <br />allow design flexibility. The site is in an area which is anticipated to develop into <br />a commercial area. The Planning and Zoning Commission unanimously recommended approval <br />to rezone from R-1 Single Family to C -1A Restricted Commercial (May 28, 1981). <br />B) Disapprove the request, leaving the area in a residential district. <br />3. Recommendation <br />A) Staff recommends that the property be rezoned from R-1 to C -1A. <br />B) That the Ordinance effecting rezoning be adopted. <br />THE BOARD REVIEWED THE MANY USES PERMITTED AS SPECIAL <br />EXCEPTIONS IN C -1A ZONING, AND IT WAS NOTED THERE IS A 75' SETBACK <br />REQUIRED ON S.R. 60 IN THIS AREA. <br />
