r BOOK 4,7rACE 08 <br />JUL 29 1981 _ <br />PLANNING DIRECTOR REVER TOUCHED ON SOME OF THE HIGHLIGHTS <br />OF HIS REPORT. HE CONTINUED THAT THE PLANNING STAFF HAS FORMULATED <br />SOME OPINIONS AND SUGGESTIONS OF THEIR OWN IN AREAS OF LOCAL IMPACT, <br />AS FOLLOWS: <br />I. DRAINAGE - THE PLANNING STAFF CONCLUDED THAT THEY GENERALLY <br />CONCUR WITH THE COMMENTS MADE BY THE RPC. <br />2. WATER SUPPLY - THE PLANNING STAFF AGREES WITH THE RPC <br />REPORT BUT FEEL THERE SHOULD BE SOME INPUT HERE FROM THE ST. JOHN'S <br />WATER MANAGEMENT DISTRICT REGARDING ENFORCEMENT TO PROTECT THE <br />SHALLOW AQUIFER. <br />3. WASTEWATER - RPC NOTES THERE SHOULD BE A MONITORING WELL <br />AND THE PLANNING STAFF CONCURS. <br />4. FIRE PROTECTION - THE STAFF CONCURS THAT VILLAGE GREEN SHOULD <br />PARTICIPATE, BUT SINCE THERE IS A REVERTER CLAUSE AND THE COUNTY GIVES <br />THE LAND BACK,THEN THEY HAVE NOT PARTICIPATED AT ALL. BECAUSE OF <br />THE EXTENT OF THE DEVELOPMENT, THEY ARE A MAJOR CONTRIBUTOR FOR THAT <br />FIRE STATION AND SHOULD GIVE LAND, SOME EQUIPMENT AND A BUILDING. <br />POSSIBLY THE COUNTY WOULD WANT TO CONSIDER A CASH PAYMENT INSTEAD. <br />5. EMERGENCY SHELTER - STAFF CONSIDERS RELOCATION OF CLUBHOUSE, <br />CONSTRUCT A SEPARATE BUILDING, OR USE THE COMMERCIAL SPACE FOR A <br />SHELTER AREA. <br />6. TRANSPORTATION - STAFF CONCURRED WITH THE RPC RECOMMENDATIONS. <br />GORDON JOHNSTON, ATTORNEY FOR VILLAGE GREEN, STEPPED <br />BEFORE THE BOARD AND STATED HOW CONCERNED HIS CLIENTS WERE ABOUT THE <br />DEVELOPMENT IN THE COUNTY, AND FELT THEY HAVE QUALITY DEVELOPMENT IN <br />VILLAGE GREEN. HE THEN POINTED OUT THAT THE DRI STUDY IS NOT A SIMPLE <br />PROCESS AND MENTIONED THE VARIOUS STEPS IT MUST GO THROUGH - AND THE <br />STUDY WAS INITIATED BY VILLAGE GREEN ON ITS OWN. ATTORNEY ,JOHNSTON <br />NOTED THAT VILLAGE GREEN WILL NOT EXCEED 5 UNITS PER ACRE{ THEREFORE, <br />THEY ARE CUTTING OFF 40% OF THE DENSITY FACTOR. HE ADDED THAT THERE <br />WILL BE NO TWO STORY BUILDINGS, JUST DOUBLE WIDE TRAILERS. BASICALLY, <br />THEY HAVE AGREED WITH THE RPC BUT ON THE LOCAL ASSESSMENT REPORT, THEY <br />WERE CONCERNED WITH SEVERAL THINGS. HE BEGAN WITH THE FIRE PROTECTION, AND <br />
