Nelson REFERENCES: District Declaration of Water <br />County Administrator Shortage & Order dated July 8, <br />1981 <br />DESCRIPTION AND CONDITIONS <br />On July 8, 1981, the St. Johns River Water:Management District (SJRWMD) <br />extended it's "water shortage declaration" of May 13, 1981, and made <br />mandatory within certain areas, including Indian River County, water <br />conservation measures previously considered voluntary. <br />The District "Order" mandates a 15% reduction from the water useage of <br />the two-week period prior to April 30, 1981. Additionally, all water <br />suppliers within the affected areas shall initiate this reduction within <br />thirty (30) days of the "Order" date, and shall submit a "water conservation <br />plan" to the District containing a public awareness proqram, and any of,the <br />following necessary to achieve the required savings: <br />1. Pressure reductions <br />2. Leak detection <br />3. Ordinance restricting or banning non-essential use <br />4. Rate structure changes <br />5. Moratorium on new service areas <br />6. Any other appropriate methods <br />For the fourteen day period ending April 30, 1981, the Indian River County <br />water system meter logs indicate an average daily useage of 591,428 qal/day. <br />A fifteen percent (15%) reduction yields a target of 502,714 gal/day. <br />Average daily use for the July 1-20, 1981 period was 676,800 gal/day; <br />approximately 35% above the target. It must be noted, however, that average <br />daily use per ,connection is approximately 200 gal/day; considerably below the <br />Vero Beach system average and below national average daily consumption estimates. <br />In addition to the County's own system, many residents <br />are furnished water from franchise systems, mobile home <br />private wells. Comparable useage data for much of this <br />unavailable, but can be expected to follow the pattern <br />44 <br />and property owners <br />park systems or <br />consumption is <br />of the County's system. <br />
