Nelson REFERENCES: Bryar't Carter and Corbitt <br />County Administrator Smith\\,,, Owners,. to Board of <br />County Commissioners, dated <br />13 July, 1981. <br />DESCRIPTION AND CONDITIONS <br />The owners of the subject subdivision and the surveyor -of -Record, <br />Dana Howard, are requesting Final Plat Approval of Crystal Sands, <br />Unit II Subdivision. The Preliminary Plat for this subdivision was <br />approved on October 6, 1976. As stated in the County's Subdivision <br />Ordinance#75-3, Preliminary Plat Approval is only valid for 18 <br />months, after which an extension should be requested by the'Board. <br />No extension was requested and approval was revoked April 6; 1978. <br />Former County Administrator, Jack Jennings, advised the owner to <br />request Final Plat approval even though the revocation was in effect, <br />as most improvements were completed prior to revocation and:the <br />Engineer -of -Record has certified these improvements. <br />ALTERNATIVES AND ANALYSIS <br />The County Engineering Division inspected the site on May 27, 1981, <br />and noted.19 discrepancy items of which the applicant was informed. <br />These items have been corrected except for the following: <br />1. Street signs have not been installed. The owner has submitted <br />a paid invoice for the signs -and is awaiting delivery. <br />2. A statement from the owner (notarized) certifying that no <br />outstanding indebtedness is due for the required improvements <br />. ` has not been received. <br />3. Back lot seeding germination is not complete. A maintenance <br />bond of $968. has been submitted by the owner to cover this work. <br />Two alternatives are noted: <br />Alternative #1. Since the Preliminary Plat Approval expired in _ <br />1978, require the applicant to re -apply for Preliminary Plat <br />Approval prior to request for Final Plat. The impact this option <br />would have includes processing time of perhaps 45 days total.and <br />a^.equesting the applicant to escrow for the paving of a half <br />road along Lindsey Road may result as per past County policy. <br />Alternative #2. Grant Final Plat Approval subject to the <br />acceptance of the $968.00 Grassing Bond, submittal of a letter <br />from the owner certifying indebtedness is not due for improve- <br />ments, and installation of street signs. <br />This alternative would be as recommended by Mr <br />his retirement. <br />Jennings prior to <br />
