r AUG 181981 <br />BOOK 47 <br />DOYLE ROGERS OF ROYAL POINCIANA PLAZA, PALM BEACH, ADDRESSED <br />THE BOARD SPECIFICALLY IN REGARD TO 30 ACRES PURCHASED BY HIMSELF AND <br />HIS TWO BROTHERS APPROXIMATELY TEN YEARS AGO, WHICH PROPERTY HAS 3900' <br />OF WATER FRONTAGE ON THE NORTH END OF MARSH ISLAND BY THE WABASSO <br />CAUSEWAY. HE NOTED THEY HAVE BEEN PAYING TAXES ON THIS PROPERTY OVER <br />THESE YEARS WITHOUT ASKING FOR ANY BENEFITS FROM THE COUNTY AND EVENTU- <br />ALLY HOPED TO TURN IT INTO A MARINA ORIENTED DEVELOPMENT, MR. ROGERS <br />REPORTED THAT WHEN THEY BOUGHT THIS PROPERTY, IT WAS ZONED COMMERCIAL, <br />AND ALTHOUGH THEY DO NOT NEED IT AS COMMERCIAL AND DID NOT WANT IT TO <br />BE USED AS COMMERCIAL, THE DOWNZONING IN THE PROPOSED PLAN WOULD DIS- <br />SOLVE ANY OPPORTUNITY FOR THEM TO REGAIN WHAT THEY HAVE PUT INTO THIS <br />PROPERTY, HE BROUGHT UP THE POSSIBILITY OF INVERSE CONDEMNATION..''. <br />MR. ROGERS THEN POINTED OUT THAT THIS PROPERTY, WHICH AT THIS POINT IS <br />STILL COMMERCIAL, COULD HAVE BEEN DEVELOPED WITH 5E0 UNITS; NOW IT IS <br />PROPOSED FOR 3 UNITS PER ACRE, AS LATE AS JUNE, HOWEVER, IT WAS PRO- <br />POSED FOR 6 UNITS PER ACRE, AND THEY HAVE SPENT CONSIDERABLE MONIES <br />IN DEVELOPING THEIR PLAN ON THAT BASIS SINCE OCTOBER OF 1980, MR. <br />ROGERS THEN INTRODUCED THEIR ARCHITECT, CARROL PEACOCK, AND ASKED THAT <br />HE BE ALLOWED TO EXPLAIN THEIR PLAN FOR MARINA DEVELOPMENT. <br />CHAIRMAN LYONS NOTED THAT MR, ROGERS HAD MADE HIS POINT VERY <br />WELL AND ASSURED HIM THAT HIS REQUEST WOULD BE SPECIFICALLY CONSIDERED <br />AFTER ALL PUBLIC INPUT IS RECEIVED. <br />ARCHITECT CARROL PEACOCK BRIEFLY DISPLAYED THEIR DEVELOPMENT <br />PLAN ON WHICH THEY HAVE BEEN WORKING FOR MANY MONTHS.
