UG 18 1981 47 DACE18 7 <br />CHAIRMAN LYONS INFORMED THOSE PRESENT THAT THE COMMISSION <br />IS HERE THIS EVENING FOR THE SPECIFIC PURPOSE OF GATHERING INPUT FROM <br />THE PUBLIC. HE THEN EXPLAINED THAT WE ARE MANDATED BY LAW TO PRODUCE <br />A MASTER PLAN, WHICH WAS DUE JULY 1ST AND IS NOW LATE MAINLY DUE TO <br />THE MANY PERSONNEL CHANGES WE HAVE HAD IN THE PLANNING.DEPARTMENT FOR <br />VARIOUS REASONS OVER THE LAST FEW YEARS. THIS HAS DELAYED THE PLAN <br />AND CREATED THE PROBLEM OF ACCELERATING THE END CONSIDERATIONS. <br />CHAIRMAN LYONS REPORTED THAT THE PLAN WAS PREPARED BY OUR <br />IN-HOUSE PROFESSIONALS AND CONSULTANTS; THE PLANNING & ZONING COMMISSION <br />HAS HAD 48 WORKSHOPS REGARDING THIS PLAN DURING THE PAST YEAR AND THE <br />COUNTY COMMISSION FIVE, PLUS THREE JOINT WORKSHOPS, WHICH, HE BELIEVED <br />HAS AFFORDED THE PUBLIC AMPLE OPPORTUNITY TO BE AWARE OF THE PLAN. <br />CHAIRMAN LYONS THEN REVIEWED THE FOLLOWING FACTS - <br />INDIAN RIVER COUNTY IS A LOW DENSITY, LOW RISE COUNTY, <br />BREVARD COUNTY, FOR EXAMPLE, ALLOWS 30 UNITS PER ACRE MAXIMUM WITH <br />NO HEIGHT LIMIT ON THE BEACH; ST. LUCIE 1E PER ACRE WITH THEIR NEW <br />PLAN AND NO HEIGHT LIMIT; MARTIN COUNTY HAS 10 PER ACRE OR 12 WITH <br />A P.U.D, AND A 40' HEIGHT LIMIT; VOLUSIA COUNTY, WHICH IS ANOTHER <br />COASTAL COUNTY, HAS 60 UNITS PER ACRE WITH AN 115' HEIGHT LIMIT. <br />INDIAN RIVER COUNTY PLANS A MAXIMUM 16 PER ACRE WITH A 35' HEIGHT <br />LIMIT, AND THE CHAIRMAN NOTED THAT ACTUALLY VERY LITTLE HAS BEEN <br />DEVELOPED AT 16 PER ACRE, MOST AT A MAXIMUM OF 12, SOME OF THOSE <br />PRESENT TONIGHT LIVE IN VISTA ROYALE, WHICH IS ZONED 15 UNITS PER ACRE. <br />SOME LIVE IN APARTMENTS OR CONDOS ON THE BEACH, AND MOST OF THOSE BUILT <br />AFTER 1974 ARE AT 13-15 UNITS PER ACRE, IN THE COUNTY'S PROPOSED PLAN, <br />NO 12 OR 16 UNIT DENSITY IS PROPOSED FOR THE BEACH. <br />WHAT DOES THE PLAN MEAN? <br />IF RESIDENTIAL ZONING IS PERMITTED IN A DESIGNATED AREA, IT <br />CANNOT EXCEED THE STATED DENSITY; IN EXAMPLE, ANYTHING IN AN LD -1 <br />AREA COULD NOT EXCEED 3 UNITS PER ACRE. IF ZONING EXISTS IN A CERTAIN <br />AREA WITH DENSITY IN EXCESS OF THAT STATED IN THE PLAN, IT MUST BE RE- <br />ZONED TO CONFORM WITH THE PLAN. <br />WHAT THE PLAN DOES NOT MEAN - <br />IT DOES NOT MEAN THAT ALL ZONING IN AN AREA MUST BE CHANGED <br />
