HE STATED THAT THE PLAN <br />DESCRIBED A 13O ACRE HOSPITAL COMMERCIAL NODE OFF 37TH STREET AND <br />BARBER AVENUE, AND DID NOT FEEL IT IS CLEAR WHETHER THE HOSPITAL <br />PROPERTY IS INCLUDED OR WHETHER IT IS ELIGIBLE FOR INCLUSION IN <br />THAT COMMERCIAL NODE. HE ASKED THAT THE LANGUAGE BE CLARIFIED <br />IN THIS RESPECT. SIR. STEWART NOTED THAT IT APPEARS THERE WILL <br />BE A LOT OF CHANGES IN THE PLAN AS A RESULT OF THESE PUBLIC HEARINGS, <br />AND HE WOULD ASK THAT AMPLE TIME BE ALLOWED FOR PEOPLE TO REVIEW <br />THE FINAL DOCUMENT AND THAT SOME TIME BE ALLOWED FOR PUBLIC COMMENT. <br />PSR. STEWART WENT ON TO MAKE A PERSONAL COMMENT, NOTING THAT <br />PEOPLE TEND TO TAKE EXTREME VIEWS AT PUBLIC HEARINGS, BUT HE <br />BELIEVED THAT IF YOU AVERAGE IT OUT, THERE ACTUALLY IS NOT A RADICAL <br />DIFFERENCE IN AIMS. HE DID NOT BELIEVE THE MECHANISM THAT WILL <br />MEASURE GROWTH HAS BEEN ADEQUATELY ADDRESSED, HOWEVER, AND HE DID <br />NOT FEEL THE ONE YEAR REVIEW IS ENOUGH, BUT FELT THERE SHOULD BE A <br />CONTINUING PROCESS STRUCTURED BY THE COUNTY COMMISSION TO CONSTANTLY <br />AND CONTINUALLY EVALUATE THE GROWTH AND SEE IF THE PROJECTIONS <br />ARE INDEED ACCURATE. HE BELIEVED THAT SUCH STRUCTURE AND MECHANISM <br />TO EVALUATE ACTUAL GROWTH IS REALLY ALMOST MORE IMPORTANT THAN THE <br />PLAN ITSELF AND FELT IT SHOULD BE GIVEN A LOT OF CONSIDERATION. <br />ED SMITH WAS CALLED AND DID NOT ANSWER. <br />LLOYD CLARK WAS CALLED AND DID NOT ANSWER. <br />TOM ALDRICH INFORMED THE BOARD THAT HE CAME TO SIT AND LISTEN <br />WITH NO INTENTION OF ADDRESSING THE MEETING UNTIL THIS GENTLEMAN <br />GOT UP AND AT THE END OF HIS SPEECH SAID HE DID NOT THINK THE <br />GENERAL PUBLIC WAS INTELLIGENT ENOUGH TO MAKE A DECISION ON THEIR <br />OWN THROUGH A REFERENDUM. HE CAME TO THE CONCLUSION THAT THE <br />GENTLEMAN 11 DID NOT HAVE BOTH OARS IN THE WATER", BUT THEN ANOTHER <br />GENTLEMAN SAID THE SAME THING. MR. ALDRICH FELT THE BOARD SHOULD <br />AGREE THAT THE GENERAL PUBLIC SHOWED A GREAT BIT OF COMMONSENSE <br />AND KNOWLEDGE WHEN THEY ELECTED THE COMMISSIONERS, AND NOW THAT <br />SAME PUBLIC IS ASKING THE BOARD TO LET THEM PROVE THAT THEY DO HAVE <br />
