HAS BEEN GEOMETRIC, NOT ARITHMATIC. HE FURTHER FELT THE PLAN <br />GIVES THE PLANNING STAFF TOO MUCH DISCRETION, ESPECIALLY WITH THEIR <br />HISTORY OF LARGE TURN OVER OF STAFF. <br />ATTORNEY O'HAIRE STATED THAT THE PLAN SHOULD CONTROL GROWTH; <br />WE SHOULD NOT PLAY CATCH-UP WITH SERVICES, AND THE ONLY SENSIBLE <br />APPROACH TO AN UNKNOWN IS CAUTION. HE EMPHASIZED THAT HE WAS NOT <br />SPEAKING FOR A MINORITY, BUT A MAJORITY AS THIS SAME POSITION IS <br />TAKEN BY THE TAXPAYERS ASSOCIATION, THE A.A.R.P., THE PELICAN <br />ISLAND AUDUBON SOCIETY, AND HE HAS BEEN TOLD THERE ARE ABOUT 3j000 <br />PETITIONS IN THEIR FAVOR. HE ASSUMED THAT THE COMMISSION WILL NOT <br />PROCEED ON A "FATHER KNOWS BEST" BASIS AND INFORMED THE BOARD <br />THAT IF THE PROPOSED PLAN IS ADOPTED AND THERE IS NO REFERENDUM, <br />HIS INSTRUCTIONS FROM HIS CLIENTS ARE TO LITIGATE TO REQUIRE A <br />REVIEW OF THE DATA THE FLORIDA STATUTES REQUIRE BEFORE THE PLAN <br />CAN BE ADOPTED AND IN THE INTERIM, THEY WOULD ASK THAT ALL BUILDING <br />PERMITS BE TERMINATED UNTIL THE COURTS CAN MAKE A DECISION. <br />THE CHAIRMAN CALLED G. C. PRYOR WHO PASSED. <br />ROBERT REIDER OF REEF ROAD STATED THAT IT IS OFFENSIVE TO <br />HEAR THE CHAMBER OF COMMERCE'S PSEUDO CONCERN FOR THE WORKING MAN <br />AND TO HEAR THAT THE PROFESSIONALS WHO HAVE A HUGE FINANCIAL STAKE <br />IN HIGH DENSITY APPROVE THE PLAN WITH THEIR NEWLY FORMED COALITION. <br />THEY ARE THE SPECIAL INTEREST GROUPS, AND THEIR COHORTS ARE CON- <br />TRIBUTING TO THE RAPE OF FORT PIERCE. MR. REIDER THEN STATED THAT <br />THE WORK OF THE PLANNERS IS SHODDY, AMATEURISH AND INCONSISTENT, <br />CITING THE FACT THAT THEY FAILED TO INCLUDE THE BARRIER ISLAND <br />STUDY WHEN SUBMITTING THE PLAN FOR REVIEW, NOTING THAT THE COMMUNITY <br />IMPACT EVALUATION ORDINANCE HAS BEEN SENT BACK THREE TIMES FOR THEM <br />TO DO THE JOB RIGHT, AND CONTINUING THAT AT THE LAST PLANNING AND <br />ZONING MEETING, THE PLANNING STAFF DISPLAYED A MAP OF LAND BEING <br />CONSIDERED FOR REZONING, WHICH WAS INACCURATE AND INCORRECT. WITH <br />THEIR CREDIBILITY IN QUESTION, HE FELT WE CAN HARDLY BE RELAXED, <br />AND HAVING DEVELOPERS, ETC., SAY THEY RECOGNIZE PROFESSIONALISM <br />IS LIKE HAVING THE FOX GUARD THE CHICKEN COOP, <br />MR. REIDER THEN PROCEEDED TO STATE THAT THE CHAIRMAN FORFEITED <br />SEP 1 1981 eoo 47 PAGE 314 <br />
